Efter några år i Kabul är det dags för vår landchef att flytta hem till Sverige och vi söker nu en ny ledare att axla rollen. Vi söker dig som har mångårig erfarenhet av biståndsarbete och har varit chef för större organisationer. Bland dina ledstjärnor återfinns, liksom hos oss, att arbeta för mänskliga rättigheter, jämställdhet och fattigdomsbekämpning. Vi kan erbjuda dig ett spännande och utmanande chefsjobb i ett av världens kanske mest intressanta länder. Som landchef är du vår högsta tjänsteman på plats i Afghanistan. Till din hjälp har du ett chefsteam på tio personer och tillsammans leder ni över 5000 medarbetare som arbetar med SAKs program för hälsa, utbildning, försörjningsmöjligheter på landsbygden och lokal samhällsstyrning -  verksamheter som genomförs i 14 av Afghanistans 34 provinser. En av dina huvuduppgifter blir att strategiskt och operativt leda SAK i enlighet med vår strategiska plan (2018-2021), där vi fortsätter stärka vårt rättighetsbaserade utvecklingsarbete med tyngdpunkt på kapacitetsutveckling hos våra målgrupper, civilsamhällsaktörer och andra samarbetspartners, parallellt med att vi utvecklar vår organisation för att nå bärkraftiga resultat.

 

Kompetenskrav

  • Universitetsexamen på masternivå med inriktning mot ledarskap, administration, statsvetenskap/internationella relationer eller utvecklingsstudier. Alternativt annan kunskap som arbetsgivaren bedömer likvärdig
  • Minst 10 års arbetslivserfarenhet från biståndsarbete samt från högre chefstjänst
  • Obehindrad kommunikation på svenska (skandinaviska) och engelska i tal och skrift
  • Erfarenhet av arbete utomlands

 Meriter

  • Erfarenhet av arbete med mänskliga rättigheter, jämställdhet och/eller rättighetsbaserat utvecklingsarbete
  • Erfarenhet av krishantering
    Erfarenhet från verksamhet i land i konfliktsituation och/eller postkonflikt
  • Kunskaper om Afghanistan

Villkor

Anställning: December 2017- december 2019 (med en inledande provanställning på sex månader)

JOB DESCRIPTION

Scope of Work
The Country Director (CD) has the overall operational responsibility for implementation of SCA interventions in Afghanistan. This task is governed by SCA Policy and Strategic Plan, and actions outlined in Annual Work plans & Budgets. Over the next Strategic Plan period (2018-2021) the CD will be leading the organization towards a further strengthened rights-based approach with emphasis on capacity development of target groups, community-based organisations, civil society partners and counterpart institutions, while simultaneously ensuring internal capacities and systems are in place to that end. Another task will be to ensure strategic development of regulatory systems, procedures and support functions. This includes consolidating the new organizational structure and ensuring that the decentralized mandates of SCA’s regional offices are well understood, capacitated and in compliance with organizational policies on transparency and accountability. Of importance will also be to ensure that the Monitoring and Evaluation framework is firmly integrated, that organizational learning is developed, and that the organization continues navigating vigilantly and flexibly through times of insecurity and political uncertainty.

The CD is, together with the Secretary General, Deputy Country Director (Afghanistan), Finance Director and Country Director Sweden, part of the Secretary General Advisory Group. The CD chairs the CD Advisory Group at KMO, consisting of KMO Directors, Communications Manager and Security Manager.

Entry Requirements

Qualifications                   

  • University degree at master’s level, preferably in fields such as management or business administration, political science, development studies, economics, or equivalent documented experience in leadership roles.
  • At least ten years of relevant work experience in senior leadership positions in large organisations within international development and humanitarian work
  • Knowledge of budget management and performance reporting
  • Knowledge of results-based management / management by objectives
  • Excellent command of spoken and written Swedish (Scandinavian) and English
  • Experience of working abroad

 Assets         

  • Formal qualifications in the field of international development
  • Experience of crisis management
  • Experience from work with human rights and gender equality and/or knowledge of rights-based approaches including advocacy work
  • Experience from non-profit sector
  • Experience from work in conflict and/or posts conflict country
  • Experience from work in Muslim country
  • Knowledge of Afghanistan

RESPONSIBILITIES

General

  • Uphold and communicate, internally as well as externally, SCAs Vision, Mission and Values
  • Build consensus and effectively lead implementation in Afghanistan of SCAs Strategic Plan, including ensuring required internal capacities and systems are put in place
  • Plan, execute and monitor agreed annual Work Plan
  • Further promote and develop SCAs understanding of how to best put its Rights-Based Approach into practice, including promoting gender equality and non-discrimination with regards to ethnic, political and religious background in the organisation and its programmes
  • Inspire Directors and staff in general to attain goals and pursue excellence
  • Promote an attitude of team spirit, cooperation and focus on quality
  • Ensure cost efficiency and effectiveness in SCAs operations in Afghanistan, including anti-corruption measures

Supervisory responsibilities

  • Guide, supervise, mentor and coach immediate subordinates
  • Communicate and enforce SCA policies and strategies throughout the organisation

Technical responsibilities

  • Ensure programmes and systems are developed in line with SCAs Policy and Strategic Plan
  • Plan and budget the operations in Afghanistan in accordance with established directives
  • Ensure strategic development of systems, procedures, capacities and support functions, including consolidating and fine-tuning the organizational structure
  • Ensure the M&E system is firmly integrated and that organizational learning is developed
  • Ensure regular reporting to the Secretary General of activities related to Strategic Plans, Annual Work Plans & Budgets, and decisions taken by the Board.
  • Guide development of quality, cost efficiency and effectiveness in operations
  • Ensure that a sound and efficient security regime is upheld

Finance responsibilities

  • Act in accordance with SCA’s Financial Regulations
  • Participate in the promotion and strengthening of fundraising activities
  • Be responsible for sound financial management in Afghanistan

External responsibilities

  • Maintain and develop relations with authorities, institutions, diplomatic missions, aid organisations and individuals deemed necessary for efficient implementation of programmes
  • Lead SCA’s advocacy and information efforts in Afghanistan

Personnel responsibilities

  • Be responsible for sound and efficient Human Resources Management in Afghanistan
  • Participate in the recruitment, promotion and dismissal of expatriate staff in consultation with the Secretary General
  • Ensure that duty of care commitments are fully met

Miscellaneous responsibilities

  • Travel to Regional Management Offices and participate in field visits within Afghanistan
  • When required, to participate in Annual Meetings, Board and Executive Committee meetings in Sweden as well as conferences and seminars.
  • Carry out any other task within his/her field of competence, as requested by the Secretary General
