UNICEF Office in Astana, Kazakhstan is looking for a local Consultant to develop TOR for the innovative design and testing of the social work curriculum self-assessment e-tools.

Background information

UNICEF and Eurasian National University (ENU) partner for the design and testing of the social work curriculum self-assessment e-tools. The self-assessment e-tools are intended to collect the evidence on the effectiveness of the social work university curriculum and identify the gaps for further improvement.  The self-assessment e-tools are to be completed once or twice a year by teachers and students of the university. The testing of the e-tools is expected in 4th quarter of 2017 – 1st quarter 2018. The detailed concept note is prepared by the ENU team.
The self-assessment e-tools are developed for the first time in Kazakhstan and could be based on the existing global IT platforms (e.g. moodle, canvas) or use other IT solutions for the local adjustment that would fit the technical capacities of the university, but also provide for the innovative approach to presenting, digitalizing and visualizing the data for the improvement of social work university curriculum.
The ENU has the IT department and can maintain the functioning of the social work curriculum self-assessment e-tools. At the moment, it is critical to propose different options and set the parameters (IT specification), creation or maintenance for the open space platform or software, information entries, report generation, staff workload, cost and access of different universities locally and internationally to the e-tools. The consultant will also review the quality of the draft e-tools through the consultations with the ENU IT team during the design and testing stages.

 

Purpose of the Assignment

The main purpose of the consultancy is to set the e-parameters and quality assure the social work curriculum self-assessment e-tools developed by the Eurasian National University.

1) To write a TOR with the e-parameters (IT specifications) for the social work self-assessment e-tools

 - Arrange the meeting with the ENU team to discuss the conceptual framework of the self-assessment e-tools
 - Review the existing IT capacities (technical, human) in ENU
 - Review international practices that feed into the modern solutions for this type of tasks
 - Come up with the IT specifications and at least three options as a solution for the design, information entries, report generation and access, specify the workload for creation or maintenance of the open space platform or e-tools, information entries, report generation, cost and access by other parties
 - Identify the needs of the ENU in human and technical resources needed for the tools to run and define their functional responsibilities (administrator, developers, designers)

2) To review the draft structure of the self-assessment tools before testing and provide the feedback

3) To conduct at least three consultations with ENU IT team and participate in training of universities during pre-testing stage

4) To review the e-tools at the final stage of testing

Expected Deliverables

20.08.2017 - TOR for the design of the software/IT solution for the self-assessment tools using UNICEF’s format.

10.12.2017 - Contribute to training of the universities during the pre-testing of e-tools.

20.12.2017 - Five pages report with recommendations on the improvement of the e-tools prior to testing.

20.02.2018 - Five pages report with recommendations on the improvement of the e-tools after testing.

 

Terms of payment: Payment, upon completion of each deliverable according to agreed schedule.

 

Qualifications of Successful Candidate

Education

Bachelor Degree in Information Technologies is required.

 

Years of relevant experience

At least 2 years of practical experience in application software development is required.
