The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Country Background:

NRC has been present in Iraq since 2010 helping to support the almost ten million people who are in need of immediate help.  As violence continues to escalate across the country, 3.4 million Iraqis are now displaced and reaching people in need remains one of our greatest challenges. We expect new waves of displacement as the crisis prolongs and needs surge, particularly in areas with heavy fighting.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country and we prioritise reaching more vulnerable people in areas that are difficult to access.  

Our Ideal Candidate:

We are seeking a motivated humanitarian professional to join our growing team in Iraq. They are a university graduate with at least 3 years’ experience in an international NGO in an emergency setting, including M&E capacity and systems development. They have thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods. They also have an understanding of data and information needs for program management and decision making.

We are particularly looking for an individual with strong project and people management skills, experience facilitating the capacity building efforts of diverse colleagues, including local partner agencies. Also demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.

Position Description:

The M&E Coordinator’s primary responsibilities will include:

  • Maintain accountable and useful M&E systems for all projects in Area Office (AO).
  • Lead and facilitate data analysis that supports decision making, learning, and accountability.
  • Capture and dissemination of lessons learned from monitoring data, grant closure reviews, AO evaluations and program studies.
  • Provide technical support to M&E planning and activities, and lead M&E capacity building in AO.
  • Manage material and financial M&E resources in close collaboration with relevant departments, and Country Office (CO) M&E Coordinator.
  • Adherence to NRC policies and donor requirements
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
