ORGANIZATIONAL CONTEXT

The ultimate aim of the IGO is to support the effective, efficient and accountable management of UNHCR operations and to play a positive role in upholding an environment of integrity in UNHCR by contributing to the maintenance of the highest standards of personal and professional conduct by UNHCR personnel. The Investigation Service, working under the authority of the Inspector General, has responsibility for carrying out investigations into possible misconduct within UNHCR in a timely and appropriate manner and ensuring that findings are transmitted to the Inspector General.

The Proactive Investigation Function within the Investigation Service of the IGO was established to (1) deal more effectively with uncertainty; (2) provide timely warning of threats; (3) support operational activity by analysing incidents; (4) enable a more elaborated risk management, and (5) allow the IGO to initiate specific proactive investigations.

Proactive investigations aim to prevent, detect, and disrupt misconduct, including all types of fraud, at an early stage and complement traditional investigations based on reported misconduct and are anticipative (future oriented). Achieving this goal requires investigations acquisition and collation of information, including processing, analysing and interpreting related data. The outcome of this analysis will enable respective stakeholders to take an informed decision regarding next successful steps to be taken to eliminate the possible misconduct identified.

Under the direct supervision of the Head of the Investigation Service, and with the guidance of the Senior Strategic and Operational Intelligence Analyst, who heads the Intake Unit, the Business Intelligence Analyst will be responsible for providing support based on data analysis related to MSRP and GFI and data available at field level within the context of (proactive) investigations. The incumbent will provide technical and analytical support based on data analysis to the senior management decision making process, risk management process and to policy making.

FUNCTIONAL STATEMENT

Accountability
- Analytical reports, forecasts and assessments are produced in a proactive and timely manner.
- Possible indicators for proactive investigations are identified and findings are reported to the Head of Investigation Service without delay.
- Early warnings of risks are provided, their potential impact is analysed and timely advice is provided to senior management.
- Indicators related to early warnings are integrated in MSRP/GFI where applicable.

Responsibility
- Provide Strategic and Operational intelligence analysis in relation to data available from MSRP and GFI.
- Perform research/analysis in the preparation of position papers and reports on emerging trends and risks in the area of misconduct, in order to support and enhance the effectiveness of UNHCR¿s operational management, policy- and decision-making.
- Provide support to the IGO on data collection, analysis, reporting and dissemination.
- Regularly prepare statistics and analytical assessments, regarding threats and critical incidents.  Analyse the impact that such threats and incidents will have on operations in the short, medium and long term.
- Conduct research and analysis on specific threat factors and predictive analysis in support of the IGO¿s activities.
- Import, normalise, transform, validate or model data with the purpose of understanding and drawing conclusions from the data for decision making purposes.
- Present data in charts, graphs, tables. Design data collection schemes and relational databases concentrating on the needs of the IGO with a focus on proactive data analysis (indicators and warnings).  Prepare and present complex and detailed statistical/analytical and research reports/information using principles and practices of professional and technical report writing.
- Liaise and collaborate with colleagues in UNHCR to obtain additional data which may help to complete the intelligence picture.
- Perform data mining to support the identification of possible proactive investigations.
- Use UNHCR's financial databases (esp. MSRP and GFI) and statistical applications to manipulate, analyze, and present data.
- Develop and maintain operational, strategic, and administrative analytical capabilities.
- Write comprehensive reports based on data analysis; use these findings to identify information gaps and future data collection requirements.
- Participate as required in other activities as outlined in the mandate of the IGO.
- Participate in working groups on matters of interest to the IGO as a whole and to the Investigation Section in particular.
- May be assigned to act as Focal Point within the IGO/Investigation Section on specific areas.
- May be assigned to represent the IGO/Investigation Section in Inter-Agency or external fora.
- Perform any other tasks in the interest of UNHCR as requested by the Head of the Investigation Service or the Inspector General.

Authority
- Have full access to any UNHCR document, data repository site and property related to (proactive) investigations, inspections, and audits.
- Define data collection needs for the analysis of data, to facilitate operational and strategic planning, and decision making.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCEREQUIRED
- Advanced university degree in Finance, Accounting, Computer Science, Statistics or related subject with a focus on data analysis.
- Minimum 10 years of relevant work experience.
- Working knowledge of UN administrative disciplinary rules and regulations.
- Familiarity with a range of IT and data analysis tools in an administrative investigative or intelligence setting.
- Ability to communicate clearly and effectively, both orally and in writing, including the preparation of clear and concise reports.
- Honesty and integrity in the highest degree.
- Resourcefulness, initiative, maturity and judgment.
- Ability to work effectively in English.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Understanding of (administrative) investigative techniques, concepts and frameworks.
- Understanding of the complexities of working with an international organization with multiple geographical operational sites.
- Familiarity with the principles of intelligence analysis.
- Experience in investigating NGO¿s.
- Outstanding interpersonal and self-motivational skills.
- Proven project management and organization skills.

Proactive investigations complement `traditional¿ report-based investigations by analysing possible indicators that could point towards potential misconduct. This activity to a large extent depends on the analysis of data available at UNHCR in various databases and other formats (including data from external sources). Information gathering will focus on identifying potential cases of fraud, corruption, sexual exploitation and abuse (SEA), and UNHCR specific reputational risks. The analysis of information obtained in the framework of proactive investigations is designed to provide an assessment on the likelihood that the business process under examination represents a risk for UNHCR or to identify indicators pointing towards potential misconduct. Therefore, the post will require a good understanding of data analysis within an investigative setting. This is a newly-created position in the Intake Unit of the Investigation Service, Inspector Generals Office.
