Background & Rationale

UNICEF seeks a consultant(s) to support its Education in Emergencies (EiE) work streams to fulfil Core Commitments to Children in humanitarian situations and achieve objectives as set out in the 2014-2017 Strategic Plan.

UNICEF, in conjunction with key education stakeholders, including the Inter-Agency Network for Education in Emergencies (INEE) and Save the Children, is working to improve investments and outcomes in capacity building, resulting in increased knowledge and skills in EiE.  In 2016 the INEE Capacity Development sub-group commissioned a Global EiE Capacity Development Mapping and Analysis study to better understand supply and demand related to EiE capacity development providers, strategies, products, and initiatives. This consultancy is the follow-up to the Global EiE Capacity Development Mapping and Analysis, it will further investigate humanitarian learning needs and potential skills or qualification mismatches that may be limiting the pool of EiE practitioners or quality of EiE responses. This work will include assessment of existing opportunities for learning, training, and capacity development in EiE specifically, and education and humanitarian response broadly, culminating in a report and recommendations to stakeholders on how to strengthen and sustain capacity building.

Purpose & Methodologies

The purpose of this consultancy is a report to inform dialogue and an action agenda for Education in Emergencies (EiE) and the capacity development landscape. The consultancy will draw on existing data and new analysis from the humanitarian and education sectors. Core documents to inform the framework will include the Education in Emergencies Global Capacity Development Mapping and Analysis (unpublished) and the Child Protection in Emergencies Capacity Building: Mapping & Market Analysis.

Methodologies will include substantial desk reviews of broader humanitarian workforce development, learning and capacity development efforts, expansion of existing review of capacity development resources in EiE specifically, and relevant education resources more broadly. The work also requires key informant interviews with stakeholders and experts (both humanitarian and development, with a focus on those working in or providing support to protracted crises), statistical analysis of market trends and qualitative assessment of demands in relation to emerging skills and expertise. Detailed technical and analytical approaches to the work should be outlined in the inception report.

The consultant(s) will report substantively to the EiE lead in UNICEF’s NYHQ with technical oversight provided by the INEE Capacity Development Sub-group which is comprised of technical experts from civil society members, foundations and UN agencies. This group will guide the work, approve the inception report, review and approve drafts and endorse the final report and recommendations. Frequency of calls with this group will be determined after the submission of the inception report.

Expected (measurable) results:

A report (20 pages or less) plus annexes is envisioned to include the following sections: 

  1. Stake of the market: Include protracted crisis workforce trends (EiE explicitly but not exclusively), reflecting both organization and practitioner demand and supply, assessment of current capacity building opportunities and employment trends (this will include explicit analysis of UNICEF and Save the Children as the IASC Education Cluster co-leads).
  2. Demand side analysis:  Organizational priorities in terms of the experience, skills and qualities required of staff members (with explicit analysis of UNICEF).  Practitioner demands for professional development, job training, job market and qualifications (with disaggregation amongst actors).
  3. Supply side analysis: Investigate opportunities for learning, training, and capacity development taken from a review of the existing Capacity Development Mapping and Analysis study and additional research and analysis. Include practitioner feedback on current supply of capacity development initiatives.
  4. Conclusions and recommendations: Based on the preceding sections and substantive desk review, provide a comparison of how organizations and practitioners view the field and whether existing efforts are responsive to the gaps and needs organizations and practitioners identify. Highlight any skills or qualifications mismatch and put forward recommendations to align with good practice in workforce development efforts, labor market trends and to strengthen and sustain capacity building.

Key Competences, Technical Background, and Experience Required

  • Advanced university degree in Economics or Workforce Development preferred; Education, International Development, or relevant fields also encouraged
  • Minimum of 8 years relevant work experience required (mid/senior level)
  • Fluency in English is required
  • Expertise in workforce development and labor market analysis
  • An understanding of humanitarian learning and the Education in Emergencies landscape & architecture
  • Excellent analytical, organizational and writing skills; ability to synthesize concepts and material into clear and concise thoughts and to develop strategic recommendations
  • Ability to source and work with large amounts of data (both qualitative& quantitative) and grey literature
  • Proficient in working with diverse stakeholders through consultative mechanisms
  • Self-driven, flexible and independent worker; ability to work to tight deadlines
