Structured Finance Section is new and is in response to the recognized need to develop capacity and expertise within UNICEF to assist the Organization in reviewing, constructing and implementing innovative financial structures within UNICEF’s Financial Regulations and Rules that enable UNICEF to accelerate the delivery of critical vaccines and nutritional, educational and health supplies; to encourage market shaping activities; and to accelerate and/or expand programmatic activities (e.g. in WASH and in Education). Over the past five years activities in this area have generated vaccine savings and accelerated UNICEF’s ability to deliver needed commodities to children in excess of USD 1 billion.

How can you make a difference?

As a member of the Structured Finance team, incumbent’s experience in finance and banking will further the review, construction and implementation of innovative structures, allowing UNICEF to put more cost efficient, risk informed, financially sound structures and mechanism in place to deliver UNICEF’s desired results effectively and in a timely manner.  Under the direction of the Finance Manager, Structured Finance, Division of Finance and Administrative Management (DFAM), the incumbent will;

• Support evaluating the structural risks and operability of proposed mechanisms within the context of UNICEF’s Financial Regulations and Rules and prudent financial management.

• Support evaluating needs and proposing operationally sound financial solutions to address these needs.

• Assist with providing clear and concise risk and operational assessments of structures, including potential “road blocks,” to the involved parties and management. 

• Determine and suggest possible alternative structures and/or approaches to possibly identified “road blocks” where possible.

• Develop and maintain guidance materials to educate operations and program colleagues of what financial modalities should be used when and under what circumstances (advantages, disadvantages and risks associated with them).

 

To qualify as a champion, for every child you will need to have…

Education: University degree in Finance, Business, or Economics.
Experience: 
- Minimum of 2 years professional work experience, preferably in the following areas in the private or public sectors: 
o Banking and financial markets experience
o Project and/or trade finance structuring experience, which could be applied in a humanitarian and/or development context
o Trust funds and/or innovative financing mechanisms

- Experience in working in a multi-cultural environment

- Strong financial and analytical skills

- Fluency in English required. Knowledge of another UN language an asset.

This position is classified as “rotational” which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
