Purpose of the Assignment

Provide technical support on civil construction/rehabilitation activities for the WASH section within UNICEF.

ACTIVITIES AND TASKS:

Under the direct supervision of the Chief of WASH, the WASH Specialist will be responsible for the following:

 a. Coordinate and liaise with all actors involved on the implementation of rehabilitation/construction projects as well as for installation of energy and water supply systems;

 b.   Prepare a work plan for the different phases of the projects (evaluation, contracts,    monitoring/supervision, operation and maintenance and receptions);

 c.  Support during the procurement processes by preparing the bidding documents (description of the project, technical material and equipment specifications, drawing, chronograms and budgets) in coordination with the UNICEF Supply section, WASH section and Government authorities;

 d.   Support during the technical and financial assessment of bidding documents for the contractual processes of the construction companies who will be in charge of all rehabilitation/construction works;

 e. Undertake field visits in regular basis in order to monitor, supervise and evaluate the     projects implementation/construction phases, identify problems and propose corrective measures, identify alternative courses of action to accelerate/improve programm delivery, including the provisional reception and final handover;

 f. Develop a comprehensive monitoring and quality control system for construction/rehabilitation works;

 g.  Support with all energy and water supply related interventions and sustainability issues including adequate use, operation and maintenance;

 h. Approve the established advance payments, based on the execution of works according to contract requirements and advance reports;

 i. Prepare monthly and a final report of all the planned activities according to the previous approved plan of action;

DELIVERABLES, TIMEFRAME AND PAYMENT:

 The incumbent will be expected to provide the following deliverables:

 a. Work plan prepared with clear milestones and indicators for monitoring and evaluation prepared and approved;

 b. All supporting bidding documents prepared and approved by UNICEF’s requirements;

 c. Monthly monitoring reports on contracted works submitted and approved;

 d. Final report of all phases of the projects timely submitted and approved.

The timeframe for the consultancy is 9 months. Payment will be done according upon satisfactory deliverables.

Qualifications of Successful Candidate

Education

  • University degree in civil engineering with specialty in construction execution and management. Knowledge of both sanitation and solar powered systems is an asset. 

 Work experience

  • A minimum of 5 years progressive work experience in the area of construction execution and management role including minimum 3 at senior management level is required.
  • Experience of working in developing countries in an international environment is highly desired. 
  • Experience of working and providing innovative technical solutions in post-conflict or post-disaster environments will be an asset. 
  • Experience and knowledge of UNICEF procedures is also an advantage.

 Language skills

Fluency in Portuguese and work knowledge of English and/or French is required. Knowledge of the local dialect (Creole) is an asset.

 Conditions of work and remuneration

As a general principle, the fees payable to a consultant shall follow the best value for money principle (achieving the desired outcome at the lowest possible fee). Therefore, the consultants are required to indicate their fees for services to be provided. In case the offered fees are higher than the remuneration scale of UN system for national consultants in Guinea Bissau, the UN scale rates will be applied.
