TITLE OF CONSULTANCY: Consultant to support implementation of BBBP Programme (2 Consultancy positions - One consultant will be based on Rohtak and one consultant will be based in Jhajjar with travel to Chandigarh and New Delhi)

 

Candidates can apply for either one/both districts but will be assigned to work in one of the districts. While the candidates can indicate their preference for the district that they would like to work in, UNICEF will make the final decision as to which district to assign to which consultant. DUTY STATION: 2 positions 1) Rohtak and 2) Jhajjar with travel to Chandigarh and New Delhi.  Travel outside of the districts may also be required as and when required. Travel is estimated up to 5 days a month.

 

 

DURATION OF CONSULTANCY: October 2017 to September 2019 (23 months with a 2 week break at the end of December 2017 and after a continuous period of 11.5 months)

 

Important please note: The initial contract period will be till end December 2017. A new contract may be issued in January 2017 for a further period of 11.5 months of the consultancy subject to availability of funds, continuing need for the consultancy and satisfactory performance of the consultant in the first phase of the contract. Subject to meeting the aforementioned conditions another contract for the remaining 8.5 months will be issued in January 2018.

Background & PURPOSE:

 

Gender-based discrimination can be found throughout India: girls and women face discrimination in terms of education, job opportunities, health and nutrition, protection from violence, abuse and exploitation and others. Girls are often regarded socially and culturally as liabilities (paraya dhan meaning estranged money), so that poor families choose to invest mostly in their sons – and marry their daughters away: it is estimated that almost one out of four girls are married as a child before the legal age of 18 years. Because social and gender norms are a root cause for the above-mentioned issues, empowering girls and women to create an environment that protects them from discriminatory and harmful practices, gender discrimination is a key element of many programs in India.

 

UNICEF has been working in India since 1949 to achieve the rights of children and women. UNICEF’s main areas of work are child and maternal health, nutrition, education, sanitation and hygiene, and the protection of children’s rights. UNICEF adopted a policy on gender equality and the empowerment of girls and women in 2010 predicated on the Convention on the Rights of the Child (CRC) and the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW). Gender equality means that women and men, girls and boys enjoy the same rights, resources, opportunities and protections and to that end, the organization’s programmatic efforts are directed at levelling the playing field for girls, who along with women, bear a disproportionate share of the burden of gender based discrimination and injustice.

 

UNICEF India “mainstreams” gender in its portfolios across health, education, nutrition, water, sanitation, hygiene and child protection by requiring an assessment of gender related deprivations and inequalities in each programme and supporting state and central ministries to respond to these in a meaningful, sustained way.

 

An example of this work is UNICEF’s support to the national flagship Beti Bachao Beti Padhao (BBBP) Scheme which was launched on 22nd January, 2015 at Panipat in Haryana. It is a tri-ministerial effort of Ministries of Women and Child Development, Health & Family Welfare and Human Resource Development. As part of the 161 districts selected nationally, 12 districts have been selected in Haryana to be part of BBBP: Rohtak, Jhajjar, Mahendragarh, Rewari, Sonipat, Ambala, Kurukshetra, Karnal, Yamunanagar, Kaithal, Bihwani, and Panipat.

 

UNICEF India and state offices are working towards strengthening of the BBBP programme as a long term and systemic intervention to ensure child survival, development and protection. The partnership includes technical support to Ministry of Women and Child Development (MWCD) in the implementation of BBBP programmes at the national level as well as programmes on adolescent empowerment and ending child marriage. In response to a request from the office of the Additional Chief Secretary, Haryana, UNICEF India will be supporting the Government of Haryana in implementing BBBP in two districts: Rohtak and Jhajjar.

 

Two consultants will be recruited to support to Ministry of Women and Child Development (MWCD) in the implementation of BBBP programmes at the national level as well as programmes on adolescent empowerment and ending child marriage.

 

The consultants will be required to work in the two districts: Rohtak and Jhajjar:

The Objective is to provide technical support to the Government of Haryana in the districts of Rohtak and Jhajjar, working closely with the Chief Minister’s Good Governance Associates (CMGGA) in the implementation of BBBP. This includes:

 

• Develop rigorous, time-bound planning and project implementation tools to support CMGGA in the implementation of BBBP in selected districts
• Support CMGGA and District Collectors in developing prioritized and time bound implementation plans with measurable milestones and deliverables
• Support CGMMA and District Collectors in strategizing for convergent implementation across government departments and functions, including in the convening of multi stakeholder meetings and enabling joint decision-making
• Support direct implementation by government departments of selected BBBP work, liaising with CMGGA, , the District Collector’s office and WCD;
• Support the monitoring component of the above programmes;
• Document initiatives and good practices;

 

 SUPERVISOR:

The consultant will be jointly supervised by Officer on Special Duty to the Additional Principal Secretary to the Chief Minister of Haryana and the Gender and Development Specialist, UNICEF India.

 

Plans and reviews:  The office of the Additional Chief Secretary to the Chief Minister of Haryana and UNICEF India will jointly develop quarterly work-plans and undertake periodic reviews with UNICEF participation at mutually agreed dates preferably in final week of every quarter.

  

MAJOR TASKS:

•  Provide technical support on substantive work on gender equality and project management including planning and implementation of the chosen BBBP activities
• Support direct implementation of selected BBBP work, liaising with CMGGA, departments of government, the District Collector’s office and WCD
• Support the monitoring component of the above programmes
• Document initiatives and good practices and progress report

 

END PRODUCTS:

 Progress reports every month detailing key tasks accomplished against work plan/ToR would have to be submitted. Other deliverables as detailed as above. These would be approved by Gender and Development Specialist, UNICEF India.

 Detailed implementation plans for each component of BBBP work being implemented with measurable milestones and deliverables

Monitoring reports in agreed on format

Documentation of results at agreed intervals

Documentation of good practice in implementation of BBBP

Background materials on thematic interventions under BBBP programme

Twelve progress reports a year (every month)

 

PAYMENT TERMS

•  Payment is linked to receipt and satisfactory acceptance of deliverables.
• Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
• Per Diem will be reimbursed at UNICEF consultant rates.

 

QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED

•  A Master degree in gender studies or relevant social sciences.
• Technical knowledge and at least 5 years of work experience on issues relating to gender equality, empowerment of women and girls, human rights, child protection, and governance.
• Proven ability to analyze data to draw relevant and valid implications for project implementation and policy recommendations
• Proven expertise and experience in project management, including in managing teams.
• Proven experience in leading monitoring and evaluation of large programmes (district level and above)
• Experience in working with Government.
• Ability to engage with a wide range of people, including government partners, academic centers, formal and in-formal Networks & Collectives, NGOs/CSOs and technical experts if required to collate all relevant information
• Computer skills, analytical- and excellent writing skills.
• Fluency in English and knowledge of Hindi will be an asset.

 The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.  The criteria for technical evaluation will be as follows:

 1. Cover Letter                            -           Min 4/Max 5

2. Educational Qualifications         -           Min 8/Max 10

3. Relevant work experience         -           Min 16/Max 20

4. Exp. working with Govt/Bilateral/Int'l/UN Agencies - Min 4/Max 5

 Candidates' who score overall 32 marks and above in criteria 1-4 above and also score the minimum score against each of the above sub-criteria will be short listed for a written test

5.  Written test                                    -          Min 16/Max 20

 Candidates who score 16 and above in the written test will be shortlisted for an interview

 6. Interview                                    -           Min 16/Max 20

 Total points to qualify in overall technical evaluation     Min 64/Max 80

Total technical score – 80. Minimum overall qualifying score is 64. Only those candidates who meet the overall qualifying marks of 64 as well as score the minimum cut-off in each of the above sub-criteria including the interview will be considered technically responsive and their financials will be opened.

 Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
