PURPOSE OF THE POST  

Under the supervision of the Child Protection Specialist (NO-C) will be responsible for the formulation, planning, design and implementation of justice for children components of the Country Programme, will be accountable for the development of strategies, action plans and interventions related to justice for children including children in contact or conflict with the law 

MAJOR DUTIES AND RESPONSIBILITIES

  • Ensure availability of accurate, complete and up-to-date data and information to influence government policy-making for justice for children  system development and for design, implementation, management, and monitoring and evaluation of justice for children related programmatic activities
  • Enhance the efficiency and effectiveness of justice for children related programmatic activities through implementation follow-up, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and programmatic status. Review and evaluate the technical, institutional and financial feasibility and constraints of programmatic interventions in collaboration with the Government and other partners. Undertake field visits and surveys to monitor and evaluate implementation, identify problems and propose remedial actions
  • Prepare status reports on children in contact or conflict with the law required for management, donors, programme analysis, annual reports etc.
  • In collaboration with other programmes, assist in development of appropriate communication strategies to support and advocate human rights and equity based approach to government policy and practices for children in contact or conflict with the law. Develop links with key decision-makers, justice for children related institutions and influential academic and civil society organisations
  • Design data collection methodologies and research related to programmatic interventions benefiting children in contact or conflict with the law. Develop and facilitate the implementation of capacity building activities in coordination with the government in relation to justice for children
  • Maintain and develop coordination with members of the international donor community working in the area of justice for children. Develop fundraising proposals in support of UNICEF’s cooperation with the Government.

QUALIFICATIONS AND COMPETENCIES 

EDUCATION: University degree in Law, Social Work, Public Administration or a related technical field.

WORK EXPERIENCE: Three years of progressively responsible experience in the area of child protection. Experience in issues related to justice for children would be an asset.

LANGUAGES: Fluency in English, Ukrainian and Russian languages (written and spoken).
