The Chief of Operations is accountable for management of cost effective, efficient and secure operations in support of management, administration and implementation of the country programmes. The Chief of Operations also ensures consistency with operations of all other country offices in the Region in accordance with strategy, plans and decisions made by Regional Management Team and Country Programme Management Teams.

 How can you make a difference?

As the head of operations of a large-sized office or area office, accountable for management of cost effective, efficient and secure operations, in support of management, administration and implementation of the country programmes, consistent with operations of all other country offices in the Region in accordance with strategy, plans and decisions made by Regional Management Team and Country Programme Management Teams.

Coordinate collaboration with all other UN agencies to accelerate implementation of the Harmonized Business practices initiatives in line within Reform/coherence

Provides leadership and guidance in operations to a gender-balanced, multidisciplinary team of professionals to identify and correct gender balances. 

KEY ACCOUNTABILITIES and DUTIES & TASKS 

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1. Effective operations of financial, human resource and administrative management

Manages and ensures the effective, equitable and efficient operations of the office's finance, human resource and administrative systems to support and facilitate the attainment of programmatic goals and objectives by meeting changing operational requirements.  

2. Policy interpretation and application

Provides accurate policy interpretation in the management of finance and administrative functions through the provision of technical leadership and operational guidance to the country office. Contribute to global and regional strategic planning and policy changes/formulation on operational matters in close coordination with relevant authorities.

3. Fiduciary integrity/responsibility for funds and assets

Safeguard the financial resources entrusted to the office by advising on and/or managing financial assets, financial planning and cash management activities and by recommending improvements to the financial and administrative management systems and procedures.

4.  Strategic leadership in policy formulation and planning

Assume leadership role in strategic planning and development of improved management systems.  Provide sound professional input and oversight to the development, reform and change of financial, human resource and administrative policies, systems and procedures that secure the highest standard of efficiency and competence in staff.

5.  Office Services

Under the auspices of the Inter-Agency Operations Management Team, support approaches for enhancing UN common services to attain efficiencies and effectiveness and work consistently towards implementing harmonized business practices.

6.  Country Programme Management Plan (CPMP)

Accountable for development of the finance, budget and administrative components of the CPMP including review of organizational structures vis a vis budget requirements in line with the country programme requirements and contribute towards effective HR planning. 

7.  Compliance and Internal Control

Monitor compliance with all operational systems and procedures and ensures integrity in all financial and other administrative operations of the office. 

8. Staff Learning and Development 

Develops and implements effective staff learning and development programmes for the office.  Liaise with knowledge institutions/individuals to explore capacity development of staff.  Share best practices in promoting gender awareness and equity in operation. 

9.  Partnership, Coordination and Collaboration

Maintain relationships with government counterpart and resolves issues pertaining to conditions of service, operational facilities and privileges within the context of the Basic Cooperation Agreement; Ensures adherence to financial regulations and rules pertaining to Cash Assistance to Government (CAG).  Coordinate effectively with HQ divisions, Regional Office, Heads of Office and staff members in providing strategic directions in operational matters.  Represent in all different internal management committees.

KEY END-RESULTS

1.  Operations of financial, budget, information & communication technology, supply & logistics, human resource and administrative management strengthened and maintained for Country Office.

2. Appropriate and consistent interpretation and application of operations policy and procedures implemented to support operations at the country and sub-country levels.

3.  Fiduciary responsibility for funds and assets effectively secured and timely executed for optimum utilization by taking appropriate decision on all operational and financial transactions, disbursement of funds, and administrative arrangements.

4.  Effective leadership provided in strategic planning and policy recommendations in the area of operations, taking initiative in improving and implementing operations management systems.

5.  Basic office services effectively provided to enhance staff safety and productivity. Collaboration with the UN family to establish common standards for office basic services to be provided which will ensure staff safety working closely with the UN to enhance staff security base on the recommendation of the UN security management on the ground.

6.  Operations components of the CPMP and annual work plans timely prepared, as well as all other operational reporting requirements fully met for the office.

7.  Compliance with all operational systems and procedures effectively monitored to ensure integrity in all financial and other administrative operations of the office.

8.  Staff learning/development for effective operations performance programme developed, implemented and enhanced for capacity building.

9. Effective coordination, communication, collaboration established and maintained with internal and external partners, including the Government, for efficient operations, advisory function, vision and leadership, policy coordination, consultative and participatory management process, external representation as well as security and emergency operations. Effective contribution provided for implementation of UNCT agreed harmonized Business practices including those related to commons premises and common services. Able to engage with the Government on administrative and logistics issues

To qualify as a champion for every child you will have…

  • Advanced university degree in accounting, business administration, economics, or financial management.  Membership - or enrolled for membership – in a recognized professional accountancy body.
  • A minimum of ten years of relevant professional work experience. 
  • Both national and International work experience in office management, finance, accounting, ICT, human resources, administration supply and procurement related fields.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of Arabic language is considered an asset.
