Under the supervision of the Chief of Field Office – Quetta (P4), and with secondary reporting to the Chiefs Health and Nutrition, is responsible for managing and supervising the UNICEF Field office health and Nutrition team to plan, implement, monitor and report on child survival programs/projects and operations; providing leadership and guidance to the team in managing the use of allocated resources for the achievement of results on child survival in Balochistan. Accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives of UNICEF assisted child survival and development interventions with a main focus on Health & Nutrition, aligned with relevant SGDs; and adopted to context of area operation, and in compliance to standards of performance and accountability framework, ethics and integrity.

Accountable for effective technical and programme support to facilitate the application and adaptation of UNICEF policies and strategies to achieve strategic priorities and objectives of UNICEF assisted child survival and development interventions with a main focus on Health & Nutrition, aligned with relevant SGDs; and adopted to context of area operation, and in compliance to standards of performance and accountability framework, ethics and integrity.

To make a difference you will be accountable for the following key duties & tasks:

1.         Manage of Field Office Programme Implementation with a bias on Health and Nutrition 

• Manage and guide the UNICEF Quetta Field office health and Nutrition team in the conceptualization, planning and delivery of programme/projects, to achieve planned results for children in Health and Nutrition; in Balochistan province.
• Develop clear performance objectives, goals and timelines; and provide timely guidance in the FO CSD/HN team to enable the team to perform their duties responsibly and efficiently. Ensure timely performance planning, management and assessment of the team.
• Identify training needs; design and conduct training and orientation activities for government personnel and beneficiaries and other relevant partners, for the purpose of capacity building, sustainability of programme/projects and expansion of coverage of services, for optimal results.
• Represent UNICEF in fora of provincial Government, non-government organizations (NGOs) and other partners convened on the development of strategies and approaches on CSD, Health and Nutrition.  

2.         Programme Development, Planning and Implementation 

• Develop and maintain a sound knowledge and understanding of the provincial and national economic, social and political situation in order to assess impact on the situation of children, identify needs and opportunities for accelerated programme delivery in child survival and development—with a specific focus on CSD, health and nutrition.
• Timely sectoral analysis, input, support and coordination contribute to the Situation Analysis and periodic update in partnerships with key stakeholders and knowledge institutions; in contribution to the Country Office situation analysis, programme development, formulation, implementation, reporting and documentation.
• As functional leader of the FO Health & Nutrition team, exercise technical and programme management leadership for the development and implementation of the results-based sectoral work plan and objectives as well as for administration and monitoring of sectoral project activities, consistent with the defined project strategic priorities and approaches, ensuring compliance with UNICEF PCO CPD, guidelines, policies/procedures and national priorities. In guidance of technical sections at country office provide timely direction, guidance and technical support to field team to ensure quality planning, implementations, monitoring and review, for optimal results.
• Work with other UNICEF sectors, particularly C4D, Social Policy, WASH, child Protection, Polio and programme communication to ensure integration of the Health & Nutrition programme with other sectors. Contribute to build on intersectoral experience and establish partnerships to promote innovative approaches to address immediate and underlying determinants of CSD, maternal, newborn and child health and nutrition, recognizing that CSD, health and nutrition outcomes are not the results of action in the health and nutrition sectors alone. 

3.         Programme Assurance, Monitoring and Reporting 

• Undertake program planning meetings/events and annual/midyear reviews with provincial government and other counterparts/stakeholders, discuss/assess progress, determine required action/interventions to achieve planned results in the province and provide update on outcomes to CFO and the PCO program hierarchy, promptly updating progress in RAM.
• Ensure the conducting of assurance activities on health and nutrition are undertaken as per Assurance plan—Spot checks and  program monitoring visits to supported programs/projects to assess compliance, progress and identify bottlenecks/problems and take decisions to resolve them and or escalate them to relevant provincial Government and PCO hierarchies for action.
• Prepare and submit required inputs and or reports on program for donors, advocacy and accountability, highlighting progress and critical issues to relevant CFO, senior Management, partners and stakeholders as appropriate;
• In collaboration with monitoring and evaluation and program communication colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system, in consultation with all relevant stakeholders. 
• Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into to programme performance monitoring. 

4.         Programme Resource Management and Accountability 

• Establish programme work plans with corresponding supply plans and monitor progress and compliance.  
• Manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated to ensure timely disbursement, appropriate/optimal use and accountability to achieve planned results.
• Take appropriate actions which include among others—systematic assessments/monitoring of delivery of interventions; and compliance to organizational rules, regulations, procedures, donor commitments and standards of accountability and integrity, during the implementation and accounting; to optimize use of allocated programme funds for results.
• Coordinate with relevant Operations and Supply staff on supply and non-supply assistance activities, ensures UNICEF, Government partner and all implementing partners accountability. 

5.         Effective working relationships with provincial internal and external counterparts kept and maintained for advocacy, technical coordination, information sharing and knowledge networking. 

• Coordinates activities and exchanges information and knowledge with other programmes to contribute to achievement of overall country programme objectives.
• Builds up effective monitoring, knowledge database/network and reporting systems to ensure the availability of current and accurate programme information/data, and
• Contributes to the development of communication materials and strategies to support advocacy and community participation for Health & Nutrition; and to widen partnership with all stakeholders at provincial, district, community and household levels as well as with funding partners including the private sector in order to accelerate achievement of Health and Nutrition related UNICEF Strategic Plan and SDG goals.
• Facilitates partnerships and collaboration with external counterparts, including those of the UN and provincial partners, in order to improve the ability to collect and disseminate relevant data, and to exchange information on programme/project development and implementation; relevant to area to jurisdiction.
• Facilitates exchange of knowledge, information, experience and lessons learned. 

6.         Emergency preparedness and during Emergency episodes, UNICEF Child Survival and development response package focusing on Health and Nutrition is provided with effective coordination of relevant  UNICEF led clusters in province.

•  Coordinate and lead emergency preparedness planning relating to CSD specifically Health & Nutrition in FO with corresponding contingency PCAs. 

• In case of emergency, participate in assessing the nature and extent of the emergency in the assigned area, as required; and guides and coordinates the delivery, monitoring and reporting on UNICEF ER in AoR, ensuring effective coordination of UNICEF led clusters on health and Nutrition.
• Identify additional support required in Field Office and in line with the Core Commitments for Children (CCCs) in Humanitarian Action, strengthens partnerships with the Health and Nutrition humanitarian actors’ within the Inter-Agency Standing Committee (IASC), in area of jurisdiction.

To qualify as a champion for every child you will have…

Education:      

Advanced university degree in Public Health and Nutrition, Child Development, Water Sanitation, Social Policy, Social Development, Community Development, or other relevant disciplines. 

Experience:    

05 years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of technical cooperation programmes related to CSD, Health and Nutrition. Professional work experience in a managerial position, or a technical expert position in child survival & development, health and nutrition care with background/familiarity in Emergency. 

Language Requirements:       

Fluency in English is required.  Knowledge of another official UN language or a local language is an asset
