The Social Policy and Child Rights Monitoring (SPCRM) component of UNICEF Myanmar’s 2018-22 Country Programme aims to support strengthening government policies and systems in ways that can sustainably help reduce child poverty and deprivations, especially focusing on the most disadvantaged girls and boys. This is expected to support the achievement of key national priorities for children articulated in policy and programmatic frameworks, such as the New Vision for New Results for Children in Myanmar policy recommendations, the revised Vital Registration Manual and the National Strategic Plan for the Advancement of Women. In doing so, it will also directly contribute to the progress towards SDGs 1, 5, 10, 16 and 17, and indirectly contribute to a range of other SDGs.

How can you make a difference?

With UNICEF Myanmar’s heightened focus on upstream programmatic work, you will support in strengthening effective programme policy advocacy at the highest levels of government (e.g., Ministry of Planning and Finance). In particular, critical yet sensitive topics such as gender, data, birth registration and PF4C related advocacy is expected to benefit from an upgraded policy advocacy function. You will also play an important role in improved knowledge management and programmatic coordination on gender by serving as an office technical focal point on this issue.

The key expected results of the position:-

• Policy advocacy and technical leadership in creating and leveraging high-level policy platforms with MOPF, State Counsellor’s Office, Parliament etc to help accelerate results on data/birth registration, gender public finance and other key, strategic areas for MCO in general.
• Technical assistance and capacity building support provided to institutionalize effective and equitable system of Universal Birth Registration (including through policy advocacy to eventually establish link with service access) through an improved (Civil and Vital) Registration System.
• Help strengthen MCO programming and knowledge management on gender, especially leading on initiatives to strengthen data/analysis and advocacy on gender issues and also strengthened programmatic coordination on this issue (working closely with PME and C4D).

Your key functions and accountabilities (detailed job description attached):-

• Improving data on child poverty & vulnerability and increased use for policy and programme action
• Improving use of public financial resources for children
• Strengthened  advocacy and partnerships for child-sensitive social policy, especially on birth registration and gender
• UNICEF Programme Management

To qualify as an advocate for every child, you will have…

• Advanced university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or other relevant disciplines. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• Minimum of five years of relevant professional work experience is required.
• Developing country work experience and/or familiarity with emergency is considered a strong asset.
• Demonstrated experience of high-impact policy advocacy with government, especially in social policy related areas (Birth Registration, PF4C, data etc)
• Understanding and background on gender related issues and programming; previous work experience on gender will be considered an advantage.
