BACKGROUND 
DRC is an international non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. 
 
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on populations affected by displacement in Kenya, Uganda, Somalia, Ethiopia, Djibouti, and Yemen and regional mixed migration flows. DRC aims to create a synergy among the different humanitarian aid and development projects in the HOAY – both in terms of geographical coverage and types of activities implemented in support of refugees and populations displaced or otherwise affected by conflict. 
 
Since 2007, using a protection of human rights framework, DRC has worked in Yemen with mixed migrants (refugees, asylum seekers, and economic migrants) coming from the Horn of Africa who are displaced by conflict and drought. Since 2010, DRC has implemented protection and other humanitarian programming in support of IDPs, returnees and host populations affected by recent and ongoing conflicts in northern and southern Yemen. Current and planned activities include protection profiling/return, child protection monitoring/assistance, WASH, and food security activities among conflict-affected and marginalized communities. Many of DRC’s activities entail information collection (surveys, assessments, etc.), analysis and reporting for a wide public audience 
 
KEY RESPONSIBILITIES 
Reporting to the Country Director and in direct coordination with the Head of Programme and the Head of Operations, the overall responsibility of the Yemen Emergency and Early Recovery Coordinator (YEC) is to support existing or new operations to adequately respond to current and emerging needs arising from conflict. In this regard the YEC will work for all programmes across Yemen on a needs and request basis, which will be approved on a case-by-case basis by the Yemen Country Programme’s Senior Management Team.  
 
Based on needs, the YEC may have overall responsibility for the management, programming and implementation of specific projects including overall organisational, financial and administrative responsibility as well as the overall responsibility for security planning and implementation of security precautions. The YEC maintains extensive contacts with local authorities and with regional representatives, as well as field representatives of UNHCR, UNICEF, WFP other donors and partners in the areas of relevant programming. 
 
The below list of responsibilities is not exhaustive; other tasks maybe requested to adapt operational needs:  
  
  • Ensure leadership to the day to day emergency response operations in Yemen and ensure all DRC and DDG sectors are actively merging planning and activities, in the context of an interdisciplinary “one programme approach” (Protection, WASH, FSL, Shelter). 
  • Provide the CD and Senior Management Team with updated information on ongoing/emerging humanitarian crises and needs within Yemen; 
  • Ensure protection in emergency principles and best practice (including SGBV and CP concerns) are streamlined across all the DRC Yemen activities.  
  • Participate as relevant – depending on ongoing tasks - in coordination mechanisms throughout the country and represent DRC as requested, including in relevant cluster meetings; 
  • Undertake needs assessments for new operations or new emergencies/projects/programmes in existing operations; 
  • Lead the start-up of new operations, including but not limited to: office establishment, recruitment of local staff, set-up logistics procedures, planning and starting activities; 
  • Support existing operations with surge capacity when taking on new projects – assist in staff recruitment, staff training, setting up systems, and planning and starting activities; 
  • Start and follow up the Emergency Preparedness and Response Process (EPRP) and design and follow up to the Business Continuity Process (BCP).  
  • Lead the DRC Yemen emergency team in day to day activities at field and main office level. 
  • Provide trouble-shooting in existing operations facing bottlenecks in programme implementation; 
  • Facilitate information exchange within and between DRC and DDG operations, with respect to systems, standards and best practices in emergency response and starting new operations; including training country team on the DRC EPRP and BCP and monitoring status and quality of the Emergency Preparedness and Response Plan at country and area level and facilitate at CO level at least annually;    
  • In close coordination and collaboration with the Head of Operations, the Finance and the Logistics and Procurement Managers, the HR Coordinator, provide support and training with respect to HR management, procurement, supply chain and asset management in emergency response operations; 
  • In close coordination and collaboration with Yemen’s Area Safety Coordinator, assist in assessing access possibilities to new areas, or areas with limited/no access, as needed. 
On a general level: 
  • Guarantee that DRC mandate, policies and values in programming is ensured through standard regulations and operational procedures for programming and implementation of DRC operations (e.g. Code of Conduct, DRC Programme Handbook, DRC Operations Handbook);  
  • Ensure that DRC’s accountability obligations are delegated and carried out in accordance with the HAP/CHS standards and DRC protocols.

  • Perform other tasks as assigned by the DRC Country Director

Moreover, we also expect the following:   
  • A Bachelor degree in a relevant field. 
  • At least five years INGO experience, including at least two years management of emergency response programmes in insecure environments. 
  • Proven track record in coordinating emergency responses in complex humanitarian crisis, with specific experience in WASH, FSL, Nutrition and Protection programming.  
  • Previous exposure to cluster coordination and interagency coordination systems. 
  • Strong analytical, organizational, and management and leadership skills. 
  • Demonstrated ability to lead vulnerability assessments, beneficiary registration, distributions, monitoring and evaluation in emergency situations. 
  • Demonstrated ability with project grants management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, reporting, supervision and performance. 
  • Proven commitment to accountable practices and knowledgeable of quality assurance systems. 
  • Hands on experience in managing staff in insecure locations and strong human resource management skills in general. 
  • Good communicator and proven diplomacy with all types of stakeholders. 
  • Experience of managing budgets and multiple donor contracts, particularly with OFDA, ECHO and UN agencies. 
  • Fluent and articulate in spoken and written English. 
  • Ability to work independently, but also coordinate effectively as part of a team. 
  • Ability to lead a multi-cultural team with a high level of respect for local culture. 
  • Strong computer skills (MS Word, Excel, Outlook and Power Point). 
  • Ability and willingness to work and live in diverse, challenging and potentially unstable environments. 
 
Preferable: 
  • Previous experience in donor contact, fundraising and networking is an asset. 
  • Strong protection background is an asset. 
 
CONDITIONS 
 
Availability: 1 September 2017  
 
Duty station: Sanaa or Aden with frequent travel to Yemen 
 
Duration: One Year with possibility of extension, subject to funding.  
 
Reporting: Country Director
