Scope of Services • The DSWD and the UNICEF agreed to carry out TA activities under the 2017-2018 Rolling Work Plan (RWP) towards strengthened policy and institutional framework mechanisms and delivery of quality ECCD and Kindergarten education services, especially for disadvantaged and marginalized children. • To implement these TA activities, r, the different implementing offices of DSWD expressed need for continuous technical support from the Department’s ECCD Technical Working Group . The envisioned technical support includes assistance in the implementation of UNICEF-supported projects/activities: (1) ECCD; and (2) Child Protection and Social Policy. • In view of the above, , a Project Development Officer III (PDO III) will be engaged for the period 01 July – 31 December 2017, with possible extension to 2018. The PDO III will coordinate closely with the concerned DSWD offices in the planning, procurement of required services, field implementation of activities, and liquidation of utilized funds, preparation of reports for submission to UNICEF and DSWD. The hiring of a dedicated PDO III will help ensure the timely accessing and liquidation of UNICEF funds as well as the procurement of services for the timely conduct of the activities and initiatives.

Major Tasks

  • Coordinate and facilitate the planning and  full implementation of the TA programs, including project development, procurement of services, budget utilization and liquidation of funds under the UNICEF Work Plans and other UNICEF-funded TA programs.
  • Monitor the implementation of TA activities under the ECCD, WASH, Child Protection and Social Policy AWPs to ensure compliance of DSWD offices with grant agreements and the expected project deliverables.
  • Provide technical staff support and secretariat services during meetings and related activities of the ECCD and Child Protection subgroups and the TWG as a whole, including identification of possible TA and related projects and activities that may be proposed by the DSWD for funding by the UNICEF and other development partners.
  • Prepare and submit required reports to the Chairperson of CDTWG and to UNICEF.
  • Perform other tasks that may be assigned by the STO and the CDTWG chair from time to time.

 

Deliverables

  • Monthly narrative report on the status of implementing the TAactivities indicated in the UNICEF-DSWD 2017-2018 RWP and status of funds utilization icovering ECCD, WASH, Social Policy and Child Protection

     

    • Analysis and recommendations on progress and issues arising in program implementation and fund utilization (Note: FACE and CAS will be incorporated periodically .

       

  • Original documents for Full Liquidation of DCTs at the latest on the 6th month after release of DCT (FACE forms, CAS and Activity Implementation Reports)

 

 

  • Documentation of the activities approved by the DSWD

 

Qualifications and Competencies of Successful Consultant

  • Education: Bachelor’s degree or Higher (an Advantage) in Development Studies, Public Administration, Management, Economics, Social Work and related social science disciplines.
  • At least three (3) years work experience in government and/or Development Partners’ projects.
  • At least three (3) years relevant work experience in supervisory work, training management and event facilitation.
  • Experience in developing plans, tracking results, and reporting project outcomes.
  • Experience in working with partners in the project and activity implementation.
  • Additional requirements/ preferences:

    • Working knowledge of the administrative and financial procedures and regulations related to grants and procurement policies of the government agencies.
    • Preferably familiar with DSWD social protection programs and strategies.
    • Excellent written and oral communication skills.
    • High proficiency in the use of standard software packages (e.g. Word, Excel, Powerpoint, etc.).
    • Ability to respond quickly and efficiently in a fast-paced work environment with excellent multi-tasking capabilities.
