1. Support the Government of Iraq to develop:  

·        Modern policies in all sectors relevant to children (ie. health, nutrition, education, water and sanitation, protection and overall social policy).

·        Institutions that effectively deliver essential services to children as well as empower children and their families to adopt behaviour practices that will improve their well-being 

·        A legal framework to protect children.

2. Increase knowledge on children's rights and issues to inform government decision making and development planning. 

3. Advocacy for policies that protect children's rights, including government development plans and budget allocations that prioritize interventions in Iraq's most deprived children

 

How can you make a difference?

Under the general supervision of the Contracts Officer carry out supervision of the procurement of Goods and Services of UNICEF projects and provide accurate measurements for the assigned sites.    

 

 

  • Conduct procurement of goods and services in accordance with UNICEF rules and regulations; prepare solicitation documents, bid tabulations, bid evaluations, CRC submissions, prepare POs/Contracts. Carryout site inspection attendance to monitor several rehabilitation and construction activities done by the contractors for both ordinary and prefabricated building projects and make the necessary inspection and tests to insure the best quality of requested Goods in Addition to works in compliance with the contract terms and conditions in each assignment.
  • Carryout biweekly measurements and report to the concerned Project Officers about any expected changes in the  BOQs and /or any additional works necessary to complete the works to take the necessary approvals according to UNICEF rules and regulations.
  • Keep daily records for each site for the in work progress achievements, obstacles and remarks on the material, workmanship and resources.
  • Carryout actual measurements for the completed items in the different stages when the contractor is entitled for payments according to the Contract.
  • Assist the supervisor in the handing over of the assignments (procurement of goods or services).

  • Education: Universality degree from a recognised academic institution in one or more of the following areas is preferred: Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF programme areas. First University degree combined with demonstrated professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree, preferably combined with credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting or logistics
  • Work Experience: 2 years progressively responsible for administrative work of which at least two years closely related to support programme activities in procurement of goods and services.

     

  • Language: Fluency in English and the local working language of the duty station required.

     

  • Other:
  • Knowledge of computer systems and applications.
  • Ability for analytical, independent work in an organized manner.
  • Ability to draft clearly and concisely on technical issues with creative expression.
  • Ability to research, analyze, evaluate and synthesize information.
  • Training skills desirable.
  • Ability to work in an international or multicultural environment.
  • Good negotiation and communication skill
