UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to support the UNICEF Regional Office for East Asia and Pacific (EAPRO) and UNICEF country offices in East Asia and the Pacific (EAP) to generate evidence in assessing the status of health systems including immunization systems.

Background:

In recent years UNICEF has been actively working in evidence generation to promote and guide the work in narrowing health inequities, guided by the UNICEF’s Strategy for Health and the UNICEF Health Systems Strengthening Approach.  In 2016, the Health Section in EAPRO developed Country Profiles for Immunization mainly using 2015 data, which have been found valuable to track the evolvement of performance in immunization systems and guide priority setting.  Built on the 2016 good experience, the Health Section is now planning to renew the Country Profiles for Immunization applying the 2016 data, and further expand the analysis by incorporating comprehensive health data to guide country efforts in accelerating progress towards Universal Health Coverage.

 

Purpose of the Assignment:

The consultancy is proposed in response to the above needs from both region and countries, aiming to conduct in-depth analysis using available data (at global, regional and country levels) and draft country profiles or fact sheets in immunization and beyond.

 

Work Assignment:

(1) Develop analysis proposal (with overall guidance from designated supervisors), including objectives, areas for analysis; list of data required, methodologies and expected outcomes;     

(2) Gather historic health and equity data against indicators selected;

(3) Conduct in-depth analysis on the performance of health systems against the selected indicators,   by working together with the designated supervisors and relevant UNICEF country offices;

(4) Conduct secondary analysis with relevant survey data, including the latest Demographic and Health Survey (DHS) and Multiple Indicator Cluster Surveys(MICS);

(5) Draft country profiles/fact sheets on Immunization and broad health;

(6) Assist in developing urban immunization/health fact sheets;      

(7) Assist in preparing for the regional health network in 2018 (focusing on data analysis);   

(8) Regularly discuss progress and findings with the designated supervisors;

(9) Consolidate, streamline and develop health databases for future use;  and

(10) Recommend future actions in data management including routine analysis.

Note: data analysis may be impacted by availability of concerned data

 

End Product(s):

1) Databases of Health Systems (immunization and beyond);  

2) Data analysis products assigned (tables, charts);

3) Country profiles/fact sheets drafted in the area of immunization and overall health.

 

Estimated Duration of Contract:  80 working days in the period from 15 September 2017 to 30 August 2018. 

 

Official Travel: The consultant will work remotely and at UNICEF EAPRO, Thailand (2 visits, 2 weeks/visit)

 

Qualifications or Specialized Knowledge/Experience Required:

1) Degree in statistics, public health, or related sciences;

2) At least five-year experience in public health or other social development programs;

3) Experience in conducting data analysis and developing country profiles in the area of public health, preferably national immunization programme (relevant documentation required);

4) Good knowledge of immunization programme.

Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route). The consultant will be responsible for own travel insurance, visa fee and terminal expenses.
