Background

The Government of The Gambia is committed to attain its vision of ending open defecation by the end of 2017. UNICEF is keenly supporting government to achieve this national goal. For this reason, the office intends to engage the service of a national consultant to support the government in achieving this goal. The consultant will be expected to interact and provide technical support to national, regional and district level staff especially the WASH unit, National and Regional ODF Taskforce, Regional Health Directorate and MDFTs at district.   The support is expected to mainly cover planning, mobilization, implementation and monitoring targeted interventions to reach the ODF Last mile before Nov 20th and putting in monitoring mechanisms/ systems for maintenance and sustainability of the ODF Status.

 

Justification

The recent JMP SDG baseline and 2017 updates shows that only 1 per cent of the population of The Gambia  is practicing open defecation- zero in urban and 2 percent in rural.  In population terms, this 1 percent translates to approximately 19,910 people. With such a low rate, The Gambia has potential to be among the two African countries- Libya and Egypt with zero open defecation rates. However reaching the last mile is always a challenge and require strong push. The urgency and need for a more focused interventions underscore the need for additional capacity to support implementation of this plan if ODF last mile is to be achieved. The proposed consultancy will provide the necessary technical support to government to ensuring successful implementation of proposed strategies.

Specific Tasks

(Details of possible tasks the Consultant might undertake are listed in Annex A)

  1. Provide support for effective coordination of national ODF Last Mile interventions among stakeholders and ensure sharing of information/updates  among actors as well with policy makers
  2. Support the effective management of the CLTS data base and support the WASH Unit to produce regional maps showing both ODF and OD communities.  
  3. Conduct regular monitoring and field visits to district with OD communities to support the follow-up on households as well as assess progress and propose solutions to address constraints
  4. Regularly engage, mobilize and motivate  regional and district authorities including traditional leaders for their support to end OD and encourage them to share regular updates  on progress within their communities and districts
  5. Support the designing and implementation of a social/anthropological study to assess why some communities, tribes or groups of people have still not stopped open defecation including identifying bottlenecks
  6. Support the planning, implementation and monitoring of the proposed communication interventions especially the Adolescent and celebrities engagement in the ODF campaign
  7. Provide weekly updates on progress  and challenges in the remaining  OD communities for management and national ODF taskforce action
  8. Support the establishment and orientation of independent verification teams to ensure quality and thoroughness of the verification process. Support the regions and districts to submit communities and districts for weekly verification and certification.
  9. Support documentation of best practices and lessons learnt
  10. Support the planning and implementation of events leading to the national declaration on Nov 20th
  11. Support in putting in systems and mechanisms for monitoring  sustainability and maintenance of ODF status 

 

Methodology

The consultant will be performing a temporary assignment for a duration of six (6) months at the maximum. The consultant will be responsible for supporting government while ensuing overall government leadership and ownership. The consultant will be expected to spend 80 percent of his/her time in the field supporting regions and districts to implement activities. He/she will also support the regions to collect and analyze data and prepare weekly progress reports.

Deliverables

Specific deliverables will be agreed upon at the beginning of each month and will be used to assess the performance of the consultant. Generally deliverables will fall into the following broad categories of deliverables.

 

  1. Strengthening monitoring and data management  
  2. Improved coordination and information sharing among stakeholders
  3. Communication campaign rolled out
  4. Engagement of community, religious and leaders
  5. Verification and certification of ODF communities
  6. Regular field monitoring and progress  reports
  7. Putting in place mechanisms for monitoring sustainability of ODF status  

Payment modalities

The Consultant will be paid on a monthly basis based on the submission of  monthly progress  report as well as the completion of deliverables for the period under review.

Qualification, Competency and Experience

Education:

A national professional with a minimum of Master’s degree in WASH related fields -Engineering, Environmental Health, and Public Health, Project Management or related area

Skills and Experience:

  • At least 5 years professional experience in a relevant WASH field.
  • Strong experience in CLTS approach
  • Training experience and ability to organize and facilitate training and presentations;
  • Experience in data analysis and survey report writing.

 

Other competencies:

  • Excellent communication and interpersonal skills.
  • Excellent oral and written communications in English required, fluency in local languages is an asset;
  • Familiarity and previous experience of working in Gambian communities and/or in the region highly desirable.

 

General Conditions: Procedures and Logistics

  1. The consultant will be provided with the applicable DSA for Gambia when travelling outside of Banjul  for work purposes.
  2. The consultant will  be provided with office space in  UNICEF Office
  3. The Consultant will be provided with UNICEF transport for official functions/ assignments.
  4. The consultant will be provided with a computer and office supplies for the assignment.

    Policy both parties should be aware of:

  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly.  Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime.  All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.

Annex A         Details of specific activities/tasks of the consultant

 

  1. Data management
  • Facilitate regular data entry and updating of CLTS data base and production of maps
  • Undertake regular audits of data  base to ensure data accuracy

     

  1. Support the conduct of a social study/assessment on open defecation communities
  • Develop a TOR for a social/anthropological assessment  to understand why  OD is practiced by certain tribes, individuals, group or localities
  • Review study methodology
  • Support in data collection  and analysis
  • Review the study report to ensure quality 

 

  1. Strengthen weekly post triggering monitoring and follow-up
  • Orient selected facilitators on quality post triggering monitoring and follow-up
  • Develop a weekly monitoring and reporting system to tracking progress from selected facilitators on OD households
  • Collate weekly progress reports on ODF
  • Facilitate timely ODF declaration, verification and certification by verification teams in districts.

     

  1. Social support to vulnerable OD households in key geographical challenging areas
  • Organize a meeting to brief and agree with stakeholders on sanitation social support
  • Develop criteria for selection of beneficiary households

  1. Communication and C4D campaign
    1. Support Adolescents Against Backyard and Bush Action (AABBA) campaign :
  • Provide technical support for the message development for AABBA campaign
  • Support pretesting of messages

  • Develop monitoring system for  Adolescents Against Backyard and Bush Action (AABBA
  • Facilitate linkages between adolescent, VDC and national Communication Taskforce  

 

    1. Increase media publicity and visibility for ODF Gambia 2017
  • Support in engagement of the Goodwill Ambassador for the musical caravan in all major towns and weekly markets in the country to draw large crowds and share relevant ODF C4D messages.
  • Support in the production and distribution of visibility materials
    1. Social mobilization and advocacy with traditional /religious leaders, decision makers and celebrities
  • Engage District chiefs, Village and Ward heads to push ODF agenda in their communities.
  • Meet and advocate with Faith Based Organizations (Ammana, Supreme Islamic and ISRA) to provide toilet facilities in unrecognized madrasas and daras.
  • Identify Celebrities from OD tribes will be engaged to mobilise their tribes to end open defecation.
    1. Healthy competition for ODF region:
  • Design assessment criteria for  first ODF region  competitions
  • Provide guidance for  assessment team in the field

 

    1. Support Advocacy for legal enforcement

       

  • Engage local government authorities to enforce laws for land  lords of rented properties to provide toilet facilities for tenants in fishing communities
  • Advocate for maintence of toilets facilities in  public places – markets, ferry crossing, garages and bus terminals
  • strengthen collaboration among various stakeholders and the Local Authority
  • supporting post ODF interventions for maintenance and sustainability  of ODF
