The purpose of this assignment is for the SharePoint Expert Advisor to review requirements for an ECM system, creating a gap analysis, and provide instruction and advice to support successful implementation that system. Duration of the contract is for an estimated period of 10 working days.

The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

Purpose of the Assignment

Review requirements for an ECM system, creating a gap analysis, and provide instruction and advice to support successful implementation. 

Reporting Structure

The incumbent will report to the ECM Senior Project Manager.

Key Activities

  • Review the requirements list for the ECM system with the UNICEF team (composed of the ECM team and KM Support team). For each requirement, determine whether and how it could work in O365 ‘out of the box’.

  • On the basis of this review, create a ‘gap analysis’ that documents which requirements need additional customization/ add-on solutions that could fulfil requirements not adequately met in O365 out of the box. Discuss the gap analysis with the ECM and KM Support teams together, to ensure full understanding.

  • Upon completion of items 1 and 2 above, and acceptance by the UNICEF team of which requirements are to be implemented in O365, provide advice and instruction to the technical team sufficient that they can do so.

  • Prepare brief analysis/commentary addressing the overall system in light of its stated business goals, technical sustainability, user experience and any other relevant big picture considerations that are directly impacted by the O365 technology. Identify any key issues that UNICEF should proactively manage to best ensure sustainability and uptake of the system.

Deliverables

  • Meetings and discussions with UNICEF team, to support activities 1 and 2 above.

  • Gap analysis, documenting requirements that need additional customization/add-on solutions, delivered as a concise Word/Excel document.
  • Advice and instruction conveyed through meetings and conversations (in person or via web conferencing), email, documentation, etc., sufficient to meet requirements of activity 3 above on how to implement requirements in O365 out of the box. Opportunity for follow-up questions from technical team members.
  • Brief overall analysis and commentary on the overall system, fulfilling requirements of activity 4, written in informal but clear style, and delivered as a concise Word/Excel document.

Requirements

  • At least 10 years’ experience in configuring, customizing and deploying solutions built on Microsoft SharePoint.

  • Extensive experience in software development, ICT project management, technical architecture, provision of ICT advisory services, and working with and guiding UX designers and developers.
  • Strong knowledge of Office 365 and of good practices in Microsoft SharePoint.
  • Microsoft MVP or equivalent industry recognition strongly preferred, as evidence of skills and achievements.

Languages

  • English and French are the working languages of UNICEF. For the post advertised, fluency in English is required.

Travel

One (1) on-site visit to UNICEF HQ in New York is envisaged, near the start of the engagement, and taking place in conjunction with activity #1. All travel will be in accordance with UN and UNICEF rules and policies.

Evaluation method

As part of the Efficiency & Effectiveness initiative, guidance allows offices to run a competitive process inviting both Individual Consultants and Vendors (companies and/or institutions). This is referred to as “The Blended Approach”.

Each applicant will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant or vendor whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical skills and financial proposal specific to the solicitation.
