UNICEF Indonesia is opening a vacancy of Finance Specialist who will provide managerial leadership to the Finance Unit and ensure the office’s financial operations and services are effective and compliant with the organization’s finance policies, procedures, rules and regulations. This vacancy is open for Indonesian national only.

How can you make a difference?

Under the supervision of Chief of Operations, the incumbent will provide managerial leadership to the Finance Unit and ensure the office’s financial operations and services are effective and compliant with the organization’s finance policies, procedures, rules and regulations. The incumbent will be responsible for overseeing all financial transaction processing and monthly closure activities and reporting. The incumbent is accountable for provision of adequate management, safe guarding of UNICEF’ s resources - cash and assets including records control and policy guidance for the achievement of effective and efficient finance operations. The Finance Specialist will also ensure collaboration with all other UN agencies to accelerate implementation of the Harmonized Business practices for financial initiatives in line within Reform/coherence.

  1. Policy, procedures and strategies

    As technical specialist and manager, accountable for the correct and consistent application of policies and procedures in the management of finance functions through the provision of technical leadership, guidance and support to the country office and sub-offices where applicable.  

     

    Contributes to global, regional and country strategic planning and policy changes/formulation on finance matters as necessary.  Provides technical input to the establishment and implementation of financial guidelines in close coordination with the head of office, Chief of Operations and DFAM. 

     

    Updates staff on administrative and financial policies, procedures rules and regulations, providing technical advice and support. Implements the appropriate application and interpretation of financial and administrative rules, regulations, policies and procedures. Keeps the supervisor abreast of potential problem areas, and identifies and recommends solutions. Prepares reports on budget and finance matters.

     

    Liaises with the Regional Office and HQ Divisions to support policy reform in the area of finance management; advises on the applicability of new policy directives at the country level.  Makes viable recommendations on the improvement of systems and internal controls, and resolution of sensitive issues, taking into account the prevailing conditions in the locality. 

     

    Keeps the supervisor abreast of potential problem areas, and identifies and recommends solutions. Prepares reports on finance matters. 

     

  2. Financial Management and Monitoring

    Controls and operates bank accounts in accordance with UN/UNICEF financial rules and regulations and local banking practices.  Provides up-to-date information on the cash position or status of such accounts.  Keeps abreast of all procedures and regulations regarding the maintenance of bank accounts, exchange and interest rates, etc.

     

    Ensure the appropriate, accurate and timely processing and recording of disbursements and payments, in accordance with established rules, regulations and systems, and within budgetary limits.  Also ensures recovery of advances and accounts receivable.

    Monitors financial transactions and accounting reports, and reconciliation of accounts, to ensure accurate and up-to-date financial information.  Prepares required reports and statements for the Head of Office and CMT.

    Analyzes all receivables, payables, prepayments and advances at least once a month ensuring matching and clearing and follow-up on any transactions that are more than 3 months old.

     

  3. Staff learning and development

    Develops training programmes to enhance effective performance and efficiency in finance management. 

    Implements staff learning and development programme activities for capacity building.  Conducts workshops for staff competency building, staff learning and development and career development. Provides coaching and counselling to the staff on performance enhancement/development. 

     

  4. Partnership, coordination and collaboration

    Facilitates and maintains effective working relations with other agencies (UN, Bilateral and NGOs), local authorities and implementing partners relating to finance matters for enhancement of information exchange, collaboration, and harmonization. Cooperates and coordinates with other UN agency counterparts in the UN reform initiatives

     

  5. Assurance activities

    In collaboration with HACT team, ensures HACT assurance activities are conducted according to global policies and guidelines. Ensure to provide quality services to the beneficiaries in a timely and cost effective manner in performing additional duties and responsibilities assigned in conformance with the policy, standards, rules and regulations.          

 

To qualify as a champion for every child you will have:

  • Advanced University Degree *) in accounting and/or finance, business management or any other relevant field of discipline. International accounting qualification is an asset.
  • Five (5) to eight (8) years of relevant professional work experience in finance, accounting, auditing and office /people management.
  • Experience in the working within business and private sector, UN and/ or other international development organization is an asset.
  • Proven management skills and strong ability to communicate are required.
  • Fluency in English and Bahasa Indonesia (oral and written) is a must.

 *) First level university degree may be considered if combined with a minimum of 10 years of professional work experience in the above field.
