Consultant for Baseline Survey

How can you make a difference? 

In an effort to promote evidence based programmatic and policy planning, we are looking a baseline survey consultant to technically support the National Programme of Action implementation in 9 pilot counties.

Key deliverables will include:

  1. Modify and finalize the baseline survey tool based on expert consultations as well as technical support.   
  2. Conduct a pre-test of the baseline survey, and make any necessary adjustments.  Undertake preparatory work including sensitising interviewers, and identifying the families to be interviewed.
  3. Provide ongoing technical supervision, advice, quality control and guidance on baseline survey implementation, including training to the interviewers.
  4. Primary results of data analysis submitted to NWCCW and UNICEF for comments, based on agreed results structure.
  5. Draft a situation analysis of children in 9 counties based on feedback with regular consultations with NWCCW and UNICEF for technical guidance
  6. Finalise situation analysis of children in 9 counties with a focus on feeding into multi-sectoral responses, with a view to informing county level multi-sectoral plans 

To qualify, you will have…

  • Advanced degree in statistics, monitoring and evaluation, development economics, or sociology
  • Understanding of sampling approaches, data analysis techniques and understanding of child poverty concepts, measurements and approaches
  • Familiarity with research on the situation of China’s most vulnerable and excluded children
  • At least 10 years of relevant work experience. Relevant UN or NGO experience an asset.
  • Knowledge and experience on household survey, including questionnaire design, sampling design, field experience, data processing and analysis, etc.
  • Relevant experience on evaluations and child poverty analysis will be preferred
  • Demonstrable technical knowledge and/or experience in scientific research and paper writing
  • Ability to work independently and to produce high quality deliverables under tight deadlines
  • Fluency in written and spoken Chinese and English required.
