Objectives:

The overall objective of this consultancy is to provide Translation services for the UNICEF education team on a monthly basis, as the section continues its programmatic work with Ministry of Education & Higher Education (MEHE) as part of its 2017 annual work plan.

Background:

UNICEF is one of the main partners of Ministry of Education & Higher Education (MEHE). UNICEF Education Section works closely with its MEHE partners for the implementation of RACE project and the UNICEF/MEHE AWP. In the course of their regular contact for programme implementation, there is a documented need to have a dedicated translation service provider for the Education Section, given that the official language of the MEHE is Arabic. These translation services are needed on an ongoing basis for many UNICEF official documents, SOPs, evaluation papers, frameworks, reviews, and plans that are currently being shared ad discussed with MEHE.  In addition, translation is needed for the formal correspondence with MEHE’s officials (letters or e-mails), or translation of Arabic documents into English for UNICEF international staff (who do not speak Arabic).

Scope of work:

 

The main purpose of this translation consultancy is to support the UNICEF Lebanon Education team by undertaking the following: 
- Translating documents from English/French/Arabic into English/French/Arabic for: MEHE (official memos and letters), PMU: (action plans, studies, evaluations, SOPs); CERD (training material, studies, evaluations) and UNICEF (OOSCE study, databases etc.)
- Ensuring UNICEF individual deadlines for translation assignment are abided by the consultant (5 pages per day when a document is submitted, a page equals 250 words).
- Prepare lexicons and share with UNICEF for each assignment.
- Maintain a cumulative lexicon.
- Receive feedback/corrections/edits etc. from the Education Section, UNICEF Lebanon, incorporate them in the delivered document and submit a final revised version to UNICEF as and when required.

Deliverables and Schedules:

Deliverables will vary depending on the volume of work and requests related to the implementation of UNICEF-MEHE AWP. Monthly payments will be linked to actual number of pages translated and paid accordingly upon certification by consultancy manager. The supervisor will ensure that a list which provides the number of documents translated is kept up to date for reference purposes.

Timing:

The consultancy is for an initial duration of 11.5 months, expected to start on the 15th of August 2017 & until July 2018.

Reporting Requirements:

The translator reports to the Programme Assistant, Education Section, UNICEF Lebanon.

 

Profile Requirements:

The successful consultant should have:
- A Master’s degree in language, translation or related fields.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- Minimum five years of professional experience in translation of documents from English to Arabic and vice versa. Additional experience in interpretation will be considered an asset.
- Excellent proficiency in written and spoken English and Arabic. Knowledge of French is an asset.
- Strong English and Arabic typing skills with proven ability to produce high standard deliverables in both languages.
- Ability to work and deliver outputs independently with minimum supervision 
- Previous experience with UNICEF section in Lebanon.
 
It would be an asset to have an education lexicon that is relevant to the Lebanese Context.
 
Administrative Issues:
- The consultant will be home-based for this translation consultancy and will work using his/her own laptop, mobile phone, and internet access.
- Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
- All submitted material by the consultant, electronically or in print and under the consultancy period, will remain the property of UNICEF Lebanon.
- The selected consultant may not commence work or travel until the relevant individual contract has been duly approved, signed by both parties and returned to the HR section, together with the required documents and certifications.
