UNICEF Ghana seeks the services of a committed and experienced professional who will be engaged as a national consultant to finalise the 2017 WASH Sector Performance Report. This arrangement is in partnership with the Ministry of Sanitation and Water Resources. The consultant will be based in UNICEF Accra office and will work and be paid for two months spread over a period of four months. Only Ghanaians are eligible to apply.

Purpose of the Assignment

The Water, Sanitation and Hygiene (WASH) sector in Ghana has some on-going debates over the quality and accuracy of data, with discrepancies between different stakeholders take on coverage. In the era of the Sustainable Development Goals (SDGs) this also has the added complication of changing targets and the way in which progress should be measured. The recent creation of the Ministry of Sanitation and Water Resources (MSWR) brings with it numerous opportunities for the WASH sector in Ghana, one of which is a singular voice on data and the status of WASH implementation in the country. There has not been a WASH sector performance report produced since 2010, this is a very important annual document to provide a consolidated and approved update on the status of the sector.

The consultant will focus on the finalisation of the 2017 WASH sector performance report for Ghana, in collaboration with the MSWR and other stakeholders within the WASH sector. The format developed for 2017 will also be used in forthcoming years.

Once complete the report will be widely circulated within the sector as the status of WASH in Ghana at the end of 2017. Where data discrepancies exist but cannot be resolved by the consultant they will be acknowledged as discrepancies.

Assignment Tasks

The consultant is expected to produce the 2017 WASH Sector Performance Report for Ghana and update the template for the report. This will involve completion of the following tasks:

  • Identification of key sources of data for monitoring WASH progress in Ghana
  • Agreement with MSWR and key sector stakeholders on the indicators of progress to be included within the sector performance report
  • Agreement with MSWR and key sector stakeholders on the draft format of the WASH sector performance report
  • Discussions with key sector stakeholders on their perspectives on the current status of the sector, identifying sources of data they might have, and getting input into the draft sector performance report format
  • Finalisation of sector performance report structure and sources of data to be used
  • Analysis of data and identification of conflicting pieces of information – assistance can be sought from a separate consultant providing support to the MSWR M&E technical working group
  • Completion of draft sector performance report for validation with key sector stakeholders
  • Finalisation of the 2017 WASH Sector Performance Report, with total length not exceeding 10 pages

This is an indicative list of tasks in completion of the 2017 WASH Sector Performance Report, applicants are encouraged to provide their additional thoughts in proposal submissions, and the specific tasks required to complete the desired outcome will be agreed during the inception of the consultancy.

Expected Deliverables

  • Completed 2017 WASH Sector Performance Report – by end of January 2018 (the report should be completed in word/pdf, should a mixture of tables/graphs/images and not exceed 10 pages)  
  • Empty WASH Sector Performance Report template for use in future years

Qualifications of Successful Candidate

Education

  • Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Education, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a relevant field.
  • Qualifications and experience in areas of communication and writing are highly desirable

Years of relevant experience

  • Five  years of progressively responsible professional work experience within the WASH sector in Ghana; with a solid understanding of the status of WASH implementation within the country

Competencies of Successful Candidate

  • Fluency in English required.
  • A solid understanding of the latest developments and innovations within the WASH sector
  • Strong writing and communication skills, with proven ability to develop concise, informative and accessible pieces of literature
  • Strong computer skills, particularly Microsoft Word and Publisher, other publishing and photo editing software experience is an asset
  • Initiative and resourcefulness. Proven ability to develop and maintain effective working relationships with other team members and partners
  • Gender equity and diversity awareness
