The incumbent will support the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the country programme. He/she will provide technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH-related output results in the country programme.

 Key Accountabilities and Duties & Tasks

  1. Support to programmes/projects development and planning: draft WASH inputs for the situation analysis as well as assigned sections of the annual work plan; participate in strategic WASH programme planning discussions; assist in the formulation of the WASH outcome and output results, related indicators, baselines, targets and means of verification; provide technical and operational support throughout all stages of programming processes; work closely and collaboratively with internal and external colleagues and partners.
  2. Programme management, monitoring and delivery of results with other external support agencies, strengthening national government WASH sector monitoring systems; participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts; prepare/assess monitoring and evaluation reports; monitor and report on the use of sectoral programme resources(financial, administrative, and other assets); prepare sectoral progress reports for management, donors and partners.
  3. Technical and operational support to programme implementation by actively monitoring UNICEF-supported activities through field visits, surveys and exchange of information with partners; provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors; participate in WASH programme meetings with government, other sector agencies and implementing partners, and draft policy papers, briefs and other strategic programme materials.
  4. Humanitarian WASH preparedness and response: Prepare requisitions for supplies, services, long-term agreements, and partnership agreements; contribute to the coordination arrangement for humanitarian WASH; take up support roles in an emergency response and early recovery, as and when the need arises.
  5. Networking and partnership building: build and sustain effective close working partnerships with government counterparts, national stakeholders; prepare material for WAHS programme advocacy; participate in inter-agency discussions.
  6. Innovation, knowledge management and capacity building: Lead the development, implementation, monitoring and documentation of WASH action research and innovation; prepare learning/knowledge products; create and deliver learning opportunities for UNICEF WASH staff; contribute to the systematic assessment of WASH sector capacity gap analysis; participate as a resource person in capacity building initiatives.

 Qualifications of Successful Candidate

  • Master’s Degree in public health, social sciences, behavior change communication, sanitary engineering or other specialist field related to WASH is required.*
  • DEVELOPMENTAL:  a minimum of five years of professional work experience in WASH-related programmes for developing countries, including one year deployment in a developing country.
    • Oral and written proficiency in English is required.  Knowledge of another official UN language or a local language is an asset.
    • Candidates without a Master’s Degree, but with 7 years of professional relevant work experience may be considered.

Language Requirements:

  • Fluency in French and English (written & oral) is required. Fluency in the Haitian Creole required.
