UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

Cotabato City is the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

 How can you make a difference?

The Planning Monitoring & Evaluation (PM&E) Specialist will report to the Head of Office in Cotabato, with technical support and guidance from the Chief, PM&E based in Manila. The Specialist will ensure that UNICEF Philippines has useful, valid and reliable information on the situation of children and women’s rights and the performance of UNICEF supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence.

The PM&E Specialists shall work within the UN country team to support UNCT goals for delivering these valid and reliable information on the attainment of the SDGs and other goals, and on the performance of UN-supported programmes.

The Specialist shall assist in the establishment of monitoring and evaluation tools which enhance partnership between the UNCT, government and other key players to collectively track progress on MDGs and other international commitment for children. Likewise, it will provide support the development of national capacities for planning, monitoring, evaluation and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.

This will involve:

1.  Integrated Monitoring, Evaluation & Research Plan (IMEP) 

Ensure that the Country Office and national partners use a well-prioritized and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing  UNICEF’s distinct contribution.

 2.  Situation Monitoring and Assessment         

Ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

3.  Planning

Ensure that the Field Office has timely and effective coordination with government and non-government partners to review progress and agree adjustments.

4.  Programme Performance Monitoring 

Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans.

5.  Evaluation

Ensure that UNICEF-supported evaluations are designed and implemented to established UN quality standards, and the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning.

 6.  M&E Capacity Building

Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.

7.  Coordination and Networking 

Ensure that the UNICEF office is effectively linked to wider UNICEF M&E developments in a way that both contributes to and benefits from organizational learning on effective M&E management.

To qualify as a/an [champion or advocate] for every child you will have…

 An advanced university degree (Master’s or higher) in social sciences, statistics, planning development, planning.

  • A minimum of five of relevant solid professional experience in programme development and implementation including monitoring and evaluation activities.

  • At least one instance of exposure to emergency programming, including preparedness planning.

  • Active involvement in a humanitarian crisis response programme is considered an asset.

  • Fluency in English (written and oral) is required. Knowledge of another official UN language  or a local language is an asset.
