Background Information – Cambodia  

UNOPS established its Cambodia Office (KHOH) in early 2013 which oversees a diverse set of projects/programs that includes a multi-donor funded project to support the Extraordinary Chambers in the Courts of Cambodia (ECCC) known as the Khmer Rouge Tribunal, the Malaria Programs funded by the Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM), the Regional Artemisinin Initiative (RAI), advisory services to the Ministry of Agriculture, Forestry and Fisheries, Governance related projects funded by the EU as well as nutrition related initiatives.

UNOPS KHOH is also overseeing business activities and providing support and services to UNOPS operations in other countries, especially within the Mekong Region and the Philippines.

UNOPS KHOH is in the process of expanding its area of engagement in cooperation with its development partners, focusing mainly on a portfolio comprised of projects and programs in the infrastructure, governance, procurement, justice and agricultural sector and subsequently is looking for qualified and committed experts. 

Background Information - Job-specific

The Project Manager will be responsible to manage the implementation of infrastructure projects, mainly health sector related (hospitals, health centers) in Cambodia, the Philippines, Lao PDR and Vietnam.

The Project manager will have the overall responsibility for the implementation of the projects. In particular, to produce the Project Initiation Documents (PID) and subsequent management of all required systems and procedures needed to ensure the project is delivered in line with expectations and budget.

Functional Responsibilities

Under the supervision of the Director, the Project Manager will be expected to be able to:

Stakeholder Management

  • Establish solid working relationship with the Project Board (Executive, Senior Users and Senior Suppliers), the Technical Working Group, clients and key stakeholders.
  • Manage communications and ensure stakeholders are aware of project activities, progress, exceptions and are in a position to accept handover products.
  • Advise the client on issues that may impact the achievement of their outcomes (including issues of sustainability and post project requirements such as maintenance).
  • Manage the information flows between the Project Board/OC Director and the project.

Delivery and Performance

  • Implement approved project plans (including the establishment of milestones) within tolerances set by the project board.
  • Manage the overall delivery of the works, taking responsibility for overall progress and use of resources and initiating corrective action where necessary.
  • Liaise with and manage where appropriate external suppliers / subcontractors.
  • Authorize Work Packages.
  • Advise the Project Board and OC Director of any deviations from the plan.
  • Identify and manage risks so that maximum benefit to client and stakeholders is achieved.
  • Manage and review the overall quality of the works and ensure that the completed facility is accepted by the beneficiary. The quality of the works should reflect those standards defined within the contract drawings and be managed in line with the requirements of ISO9001. 
  • Monitor and evaluate performance of service providers.
  • Manage and review both Health and Safety and Environmental Practices during the delivery of the project to those requirements defined within ISO14001 and OHSAS 18001.

Procedures:

  • Prepare/adapt the following plans for approval by the Project Board: Project Initiation Documentation; Stage/Exception Plans and relevant Product Descriptions.
  • Prepare the following reports:
  1. Highlight Reports
  2. End Stage Reports
  3. Operational Closure Checklist
  4. End Project Report
  5. Handover Report
  • Ensure that all expenditure comply with UNOPS Financial Rules and Regulations (FRR).
  • Manage budgets, cash flow and obligations to ensure that deliverables are met and payments to contractors and personnel are received on time.
  • Conduct the QA process for the project following UNOPS QA policies.

Knowledge Management:

  • Actively interact with other Project Managers and the Project Management community to share case studies, lessons learned and best practice on the Knowledge System.
  • Provide feedback to Practice Leads on policy, supporting guidance with an aim towards continuous improvement of UNOPS policies.
  • Complete lessons learned as per reporting format.
  • Incorporate lessons learned from others as per planning format.

Personnel Management:

  • Lead and motivate the project team.
  • Ensure that behavioural expectations of team members are established.
  • Ensure that performance reviews are conducted.
  • Identify outstanding staff and bring them to the attention of the Director.
  • Have an understanding of UNOPS personnel contract modalities.
  • Select, recruit and train team as required by project plans.
  • Ensure safety and security for all personnel and comply with UNDSS standards.

Additional Requirements:

The Project Manager will ensure resilience aspects are fully considered in terms of addressing natural hazards. These will be defined within the design development process but will include but not limited to impacts from seismic events, floods, climatic events and fire. Conversely, sustainability considerations shall also form a contingent element of the Project Managers brief and the project shall demonstrate efficient management natural resources and minimizing the negative impact on the environment. 

It is also expected that he successful candidate will be able to adapt and adjust to challenging and sensitive cultural, social and political environment.

In addition, the Project manager will be required to undertake other duties as may be assigned by the KHOH Director.

Education

  • Master’s Degree or equivalent in in Civil Engineering, Architecture, Engineering, Structural Engineering, or other relevant disciplines.
  • Applicants with Bachelor’s Degree in related fields with additional 2 years of relevant working experience in infrastructure sector.

CERTIFICATIONS

  • PRINCE2 Foundation is desirable. The selected candidate will be required to complete PRINCE2 Foundation within one year after signing the contract.
  • PRINCE2 Practitioner Certification or equivalent is desirable.
  • Professional certification in engineering or similar (CEng, PE or equivalent) is desirable.
  • AutoCAD is highly preferred.

Experience

  • A minimum of 5 years professional experience in the infrastructure sector (vertical structures), 3 of which as Project Manager for infrastructure projects.
  • Experience in managing projects in the international development field is required.
  • Experience in the management of infrastructure projects that specifically relate to medical facilities (hospitals, clinics) is highly desirable and a distinct advantage.
  • Experience in the South East Asian Region is desirable and a distinct advantage.
  • Experience in project and team management and skills development is highly desirable.

Languages

  • Fluency in written and oral English is required.

Contract duration: 12 months initially, renewable subject to satisfactory performance and fund availability.
