The Enterprise Content Management (ECM) project’s goal is to take a systemic approach that introduces and institutionalizes Electronic Content Management (including systems, policies, procedures, standards, guidance, and governance), providing improved document and records management and retention, improved search functionality, strengthened archives management, a new digital preservation capability, content reuse and repurposing, and collaboration across UNICEF. The project also seeks to reduce risks, improve usability of tools, provide significant cost and time savings, enable new organizational capabilities and comply with several audit recommendations. These goals will be implemented in keeping with the organizational strategy and information management requirements of stakeholders in various business areas.

Purpose of the Assignment

The purpose of this consultancy is to manage the development of a training curriculum for the ECM Project. The consultant is expected to be on-site here at NYHQ. 

Reporting Structure

The incumbent will report to the ECM Senior Project Manager.

Duration of Contract

Duration of the contract is for a period of 11.5 months

Key responsibilities

  • Design a Training Strategy for the ECM Project.
  • Prepares and maintains a training project plan for the ECM project.  Analyzes, evaluates, and adjusts the schedule as needed to ensure objectives are met that align with project deliverables.
  • Designs and manages the development and maintenance of the entire training curriculum including both in person training materials, and video materials for a variety of audiences.
  • Sets and reports on training metrics.
  • Interacts with existing and potential stakeholders to determine training needs, training delivery preferences, and augments where appropriate.
  • Performs other duties as required.

Deliverables

  • Training materials are created and all staff have access to training materials as required.

Qualifications of Successful Candidate

  • Advanced university degree in human resources, education, training or equivalent qualifications required.
  • At least 3 years of experience in training and development.
  • Certification in training management and/or delivery preferable.
  • Certification in project management preferable (e.g., PMP or Prince II).  

 

Languages

  • English and French are the working languages of UNICEF. For the post advertised, fluency in English is required.

Travel

Travel is not anticipated with this role.   

Evaluation method

Each applicant will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant or vendor whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical skills and financial proposal specific to the solicitation.
