We are looking for an experienced Consultant to review existing training materials on durable solutions and adapt a training package suitable for the Syrian context, based on consultations with Syrian CSO’s in the region.
Who are we?
The search for durable solutions to the protracted displacement stemming from the Syrian crisis is a key humanitarian and development necessity for the Middle East and North Africa (MENA). This search for durable solutions is a regional, cross-border issue and demands a multi-sectorial response that goes beyond the existing humanitarian agenda. The discussion around the options and rights of the displaced are highly politicised.
DRC, IRC, and NRC have recently established the Durable Solutions Platform (DSP). The objective of this platform is to generate knowledge and promote dialogue and strategic programme approaches to the long term future of Syrian refugees and internally displaced people based on international best practice and principles for preparing and supporting durable solutions for people in displacement.
The platform’s research assists NGOs in setting joint programmatic principles and strategies, continue advocacy work, develop guidance on mechanisms for cross border programming, and take this common approach for leverage with donors and stakeholders.
About the job
To involve the Syrian civil society into the discussion on solutions, the platform liaises with a network of Syrian civil society organizations. Among others, the platform engages Syrian civil society organizations in roundtable discussions and trainings around future durable solutions.
To empower Syrian CSO’s to take part in discussions about solutions, the platform intends to develop a legal training package for them conveying the legal foundations of durable solutions – return, integration, and resettlement.
The consultant will review existing training materials on durable solutions – including those developed by the ReDDS in the Horn of Africa – and will adapt a training package suitable for the Syrian context, based on consultations with Syrian CSO’s in the region. The package will consist of a 2-day training which the consultant will also deliver four times, in Arabic.
Duties and Responsibilities
Based on the enclosed ToR the main work-plan is as follows:

Supervision and reporting
Supervision of the consultancy will be with the Durable Solutions Platform Specialist and with close involvement of the Civil Society Liaison Coordinator.
The consultant must ensure that the training package fits within the broader thematic focus of the Solutions Platform. Specifically, the trainings must fit within the civil society engagement strategy. The consultant is expected to liaise regularly with members of the team and this should be reflected in the proposal.

NB: logistical support will be available to the consultant for the organization of the training: booking of the venue, etc.
Qualifications
The consultant must have demonstrated expertise on the legal framework of durable solutions in the region (IDP’s and refugees). Furthermore, the consultant must have experience delivering trainings in Arabic to civil society organizations in the region and be familiar with their needs.
