Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.


Main Purpose

Reporting to the Section Head, the Safeguards Information Analyst (Geospatial Technology) leads Geospatial Analysts and works with Satellite Imagery Analysts, Safeguards Operations Division inspectors and other Safeguards Department specialists in the processing and analysis of Geographic Information in support of the Section's mission in assisting the Department's objective with regard to the preparation of field activities and the contribution to State Evaluation.


Role

The Safeguards Information Analyst (Geospatial Technology) is\: 1) an analyst, conducting analysis based on Geographic Information System s (GIS), leading Geospatial Analysts, and providing insight and expertise in related analytical processes and technology; 2) a technical specialist, providing advice on GIS standards, product generation, geodatabase management, and the integration of information artefacts and software components into products providing enhanced analytical capabilities; 3) a team member, working closely with the Section Head and imagery analysts in the Section and SGIS on spatial data and products, and with Department staff on the acquisition and dissemination of spatial data; and 4) a proactive liaison with Member States representatives on matters related to GIS systems in the context of Member States Support Programme.


Functions / Key Results Expected

• Lead Geospatial activities in support of Imagery Analysis with the view to implement industry best practices and take best possible advantages of the related fast developing technology;
• Drive business process improvement through identifying, accommodating and implementing evolving GIS and electronic light table ELT capabilities and best practices in support of current and future Division activities;
• Drive, collect and promote analytical requirements and technological enhancements in support of the Section’s expert GIS and ELT analytical users;
• Ensure the reliability, availability and sustainability of the Division’s suite of GIS and ELT processing/analytical software and dissemination applications, including custom solutions such as the Division’s Geospatial Exploitation System (GES);
• Monitor, tune and enhance the performance and capabilities of the Division’s GES platform within the Department’s secure IT infrastructure;
• Act as a GIS and ELT technical liaison between the Section, Division and the Department as well as engage with external commercial GIS & ELT vendors, contractors and consulting companies;
• Work with the Department to ensure the dissemination of Section geospatial and ELT data, analytical products and services to other agency enterprise systems;
• Develop and lead the management of GES assurance standards, guidelines and procedures.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in computer science, information science, remote sensing, geography, GIS, or a closely related field.

Minimum of 7 years of related work in the field of imagery exploitation supported by large GIS server web based enterprise or other relevant fields of work.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70647 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 33981, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
