Background

Under the overall guidance and supervision of the Security Adviser (SA), the Local Security Assistant assists in the implementation of security operations and all matters relating to the management of safety and security for the United Nations Security Management System (UNSMS). The position is locally administrated by UNDP but is financed by the United Nations Department of Safety and Security.

Duties and Responsibilities

  1. Assists the SA in collecting, updating and communicating information regarding the security situation in the country under the SA’s responsibilities:
  • Liaises and coordinates, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation in the assigned Area of Responsibility and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the SA;
  • Communicates information on security to the heads of United Nations Security Management System organizations and provides host country security advice to UNDSS in the absence of the SA, as required;
  • Maintains regular contacts with Security Focal Points of UNSMS organizations;
  • May be requested to provide technical assistance at Security Management Team meetings, in the absence of the SA.
  1. Assists in maintaining the Security Plan, including updating staff lists:
  • Helps in the preparation and review of the UNSMS Security Plan;
  • Supports actions during the implementation of the Security Plan, as required.
  1. Assists the SA in monitoring compliance with Minimum Operational Security Standards (MOSS) established for the duty stations.  Also assists with the compilation of data required for the MOSS Self-Assessment Programme.
  1. Assists in reporting security incidents affecting UNSMS personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report.
  1. Provides support in organizing and conducting training courses on security awareness and preparedness, and providing security orientation to newly assigned staff personnel as required. Conducts security briefings, as required.
  1. Performs other security-related tasks assigned by the SA: 
  • Provide support in conducting security evaluations and provides advice on residential security measures of UNSMS personnel;
  • Establishes and maintains warden system and keeps update of information related to UNSMS offices and residences;
  • Administers a grounds pass system;
  • Maintains liaison with commercial companies used for UNSMS at offices and residences, in order to ensure the effective and efficient guard force management.
  1. Provides general administrative assistance to the SA:
  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings;
  • Performs other duties as assigned by the SA.

Required Skills and Experience

Education: Secondary education required.  University degree desirable, but it is not a requirement.

Experience: Six years of experience in security or related field of work, including military and/or police is required. Demonstrated experience in the field of research, collecting data, organizing, processing documents and analysis within a security context is desirable. Prior experience with the UN system, other international organizations and/or international security operations is desirable.

Language Requirements: Fluency in English and French is required.  Working knowledge of Spanish and/or German are desirable.

Other Skills and Requirements:

  • Experience in diplomatic security and protection is considered as an asset;
  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
  • Possession of a valid driver’s license;
  • Ability to travel;
  • Physically fit.
