Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

IOM Côte d’Ivoire is implementing a project funded by the Government of Japan aimed at strengthening Côte d’Ivoire’s migration and border management capacities, building on existing initiatives of the Government. In this framework, IOM is supporting relevant authorities in developing a Standard Operating Procedures (SoP) manual for agents deployed at land border posts and for other administrative bodies present at border areas. Core Functions / Responsibilities:

General Functions

Under the overall guidance of the Chief of Mission and the direct supervision of the Project Manager, the Consultant will be responsible for developing and drafting a Standard Operating Procedures (SoP) manual on migration and border management for agents deployed at land border posts and for other administrative bodies present at border areas (such as préfet and sous-préfet). This manual is intended to be as simple and straightforward as possible and will provide a valid support on daily basis to agents deployed at the borders. The manual will cover the following topics:

a) General notions on migration;

b) Legal and regulatory framework of migration and border management in Côte d’Ivoire; c) Entry and exit control procedures at the border posts ;

d) Visas and residency permits issuances;

e) Control and verification of foreigners in Côte d’Ivoire;

f) Preparedness and management of eventual migration crisis at the borders, including drafting of contingency plans;

g) Management of eventual tensions between trans-border communities; h) Profiling, investigation and referral techniques to the relevant judicial authority; i) Professional ethics at border posts ;

j) Identification, referral and protection of vulnerable migrants; k) Mechanisms to fight against trafficking in human beings and migrants smuggling. Page 1 / 4Consultant’s Specific Tasks

In order to draft the SoP manual, the consultant will:

a) Conduct a desk review of the legislative and regulatory texts of Côte d’Ivoire and of all the international conventions ratified by the country in the field of migration and border management;

b) Hold extensive consultations with relevant governmental authorities at central and local level to identify strengths and gaps at the operational level;

c) Write a first draft of the SoP manual including also an annexe with all the forms and modules used;

d) Facilitate a validation workshop bringing together all the relevant governmental authorities; e) Incorporate all the modifications and draft a final version of the manual. Deliverables and Indicative Timeline

a) Desk review and consultations with governmental authorities : D 1 to D 30; b) Drafting the first version of the manual: D 30 to D 70;

c) Reviewing the manual with governmental partners : D 70 to D 80;

d) Updating the manual: D 80 to D 100;

e) Finalizing, layout, printing and disseminating the manual.

Required Qualifications and Experience:

Education

institution with five (5) years of relevant professional experience

• University degree in the above fields with seven years of relevant professional experience. Experience

• Solid experience in the areas of migration, border management and counter migrants smuggling;

• Work experience with relevant national and regional stakeholders in the West African region; • Knowledge of ECOWAS region would be considered an advantage;

• Excellent interpersonal and communication skills;

• Personal commitment, effectiveness and commitment to results;

• Ability to write clear and concise texts in French;

• Ability to manage multiple tasks while meeting strict deadlines;

• Good computer skills;

• A previous experience with IOM would be considered an advantage.

Language

• Fluency in French and English is required.

The consultant will undertake five missions to Abidjan and in the field locations of the project. Travel costs and DSA will be at the expense of IOM and travel dates will be coordinated between the authorities of Côte d’Ivoire, IOM and the consultant.

The appointment is subject to funding confirmation.
