We are looking for a highly qualified candidate who is a creative, driven, passionate individual to fill in the Country Logistcis and Procurement Manager Position. 

 
Who are we? 
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. 
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job 
The Country Logistics and Procurement Manager ensures the timely delivery and effective procurement and logistical support to the implementation of DRC programmes across Lebanon, providing technical guidance to each field office and monitoring tools to senior management. 
 
Duties and Responsibilities 
• Implement the strategic direction and priorities for the Logistics and Procurement Departments of DRC Lebanon that are set by the Head of Operations, and put in place country policies and procedures to ensure effective logistics management. 
• Determine resourcing requirements, review budgets and shape country-wide logistics staffing structure to meet programme delivery needs. 
• Lead the delivery of logistics and procurement activities in line with the DRC Operations Handbook and ensure these activities are timely, effective and efficient in meeting the needs of programme delivery, and that speed of process flow is balanced against having appropriate controls, checks and balances in place. 
• Ensure procurement processes are conducted in a manner that is timely, compliant with DRC and donor procedural requirements, and that all goods, services and works purchased represent value for money. In addition, ensure procurements are effectively tracked and that a system is in place to measure performance and ensure suppliers are paid promptly. 
• Direct line management of Beirut procurement and logistics manager and technical management of field based procurement and logistics managers. 
• Identify development needs and provide capacity building, mentoring, training and advice to procurement and logistics staff to improve ways of working and achieve logistics excellence.  
• Oversee the observance of the DRC Code of Conduct within the Logistics and Procurement Departments. 
• Ensure clear lines of log &proc responsibilities, appropriate segregation of duties and pervasive accountability throughout the organization.

 

About you 

To be successful in this role you must have: At least 5 years of experience in Logistics and Procurement 
 
Moreover we also expect the following: 
Required qualifications 
• At least 2 years of experience in management with preferably national or global supervision skills 
• Demonstrable technical expertise and experience in supply chain management, warehouse operations and management, transportation and fleet management, asset management and large scale procurements  
• Ability to collaborate with many offices and non-operation staff 
• Willing and able to travel in remote and unstable areas within Lebanon 
• Advance computer skills in Excel 
• Bachelor or Master degree in Supply chain or Business Administration 
• Fluency in both Arabic and English languages  
• Strong knowledge of the Humanitarian Sector and the context in Lebanon

We offer 

DRC will offer the successful applicant a one year contract, renewable dependent on both funding and performance. You must be available to start work from October 2017 and be willing and able to work in Beirut. 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Nationals; please refer to www.drc.ngo under Vacancies. This position will be placed at level E, 2884 USD per month.
