This appointment shall not be subject to any extension beyond the maximum tour of service. The incumbent shall not be eligible for any other position in the IAEA.

 

Organizational Setting

The Office of Internal Oversight Services (OIOS) assists the Director General to strengthen the Agency's internal oversight services and its ability to ensure management efficiency and programme effectiveness and to enhance accountability. OIOS comprises four major functional areas\: internal audit, investigation, management services and programme evaluation. OIOS provides the Director General and senior management with objective, independent and systematic assessments for the purpose of improving efficiency and effectiveness in programme delivery, improving accountability and ensuring sound governance.


Main Purpose

The Director provides the Director General and senior management with objective, independent and systematic assessments for the purpose of improving efficiency and effectiveness in programme delivery, improving accountability and ensuring sound governance. He/she provides leadership and professional direction to the staff of OIOS.


Role

The Director is (1) a leader, encouraging and inspiring the identification and implementation of innovative solutions and best practices that address the priorities of the IAEA; (2) an adviser, providing authoritative advice to the Director General and senior management; and (3) a manager, acting in accordance with the IAEA's core values of integrity, professionalism and respect for diversity, and ethical standards in making decisions regarding financial, human, information and knowledge resources.

Functions / Key Results Expected

  • Provide direction for, lead and manage the four functions of OIOS.
  • Conduct ongoing strategic analysis of the organization and its programmes and challenges in order to identify how the oversight functions can add most value.
  • Ensure continuous improvements in methodology, processes and approaches to ensure compliance with relevant international standards, efficient and effective use of OIOS resources and maximum value added by the work of OIOS.
  • Provide reports and advice to senior management on all relevant management issues such as organizational structure, risks, internal controls, accountability, management policies and framework, and efficiency and effectiveness.
  • Lead and manage an innovative and effective team of senior managers and staff and related resources efficiently and effectively.

Qualifications, Experience and Language skills

  • Master's Degree - Advanced university degree in a relevant field, preferably with a specialization in management disciplines
  • Non-Degree Program - Professional auditing, accounting, or related certification (CIA, CGAP, CPA) and/or equivalent evaluation credentials or relevant national certification is an asset
  • Minimum of 15 years (or, in lieu of advanced degree, 20 years) of progressively responsible relevant professional experience in one or several of the following or related areas\: internal audit, programme evaluation, management consulting and investigation; of which at least 5 years have been at a senior level.
  • Experience in various types of organizations and environments such as the public sector, non-profit organizations, the private sector and international organizations is desirable.
  • Proven track record of excellent leadership and experience in managing staff and financial resources, including the ability to lead effectively and to motivate large work teams in a multicultural environment.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $96865 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 48917, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
