IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context:

As part of its ongoing engagement in the implementation of the ICAO TRIP Strategy and its contribution to achieving wider United Nations goals on Border Management and Security, IOM has been intensifying efforts in providing assistance to Member States in the implementation of Advance Passenger Information (API) and Interactive Advance Passenger Information (iAPI) systems. This builds on decades of IOM providing Immigration and Border Management (IBM) technical assistance, including the in-house development and implementation of IOM’s MIDAS border management information system to its Member States.

There has been increasing global recognition that passenger data applications, such as API and iAPI, are important tools for facilitating the international travel of legitimate travelers while detecting high-risk passengers involved in unlawful activities. Much of API implementation assistance has been vendor-driven and there is a recognized need for impartial technical assistance from competent yet independent actors such as UN agencies. While currently the use of API is at the discretion of each Member State and strongly encouraged under UN Security Council Resolution 2178/2014, the prospect of API becoming an obligatory global ICAO Standard is bound to increase demand for practical API implementation assistance considerably.

This Call for CVs is to gather expressions of interest from qualified experts to remain on a roster for involvement in upcoming technical assistance projects with an API/iAPI component. IOM will be looking for expertise in several areas which will include API needs assessments, procurement of API systems including tender writing and adjudication on tender responses as well as experience in assisting states to draw up the required legislation to implement API. Expected duration of the consultancies will vary from project to project but typically would be 40-130 Working Days per calendar year. In most cases, the consultant assignments would involve both work undertaken at the IOM Mission in the beneficiary State and some home-based tasks. Precise terms and conditions would be negotiated on a case by case basis. Experts are sought in three broad API-related areas:

1. API - Procurement Tenders

2. API - Legislation

3. API – Managing Stakeholders and Change

Under the direction of the Head of relevant IOM Mission and IBM Specialist at the IOM Regional Office, the various API Experts required will typically perform some or all of the following functions:

a) Conduct a needs assessment of the national border management system and articulate overall vision, recommendations and options for enhancing border control management through the use of passenger data systems (API/iAPI).

b) Develop technical specifications and transparent evaluation criteria for bidders’ evaluation for a procurement tender dossier for a new API/iAPI system with particular focus on compliance with relevant ICAO Standards, specifications and ICAO/IATA/WCO guidance material. c) Support the IOM Mission and/or the national authorities in launching a procurement tender for the new IPA/iAPI system.

d) Provide technical assistance for bid evaluation following the tender and produce a Final Technical and Price Bid Evaluation Report with justified recommendations about optimal choices

e) Support IOM and the beneficiary country in reviewing and where necessary developing the requisite legislation that may be required to enact API/iAPI.

f) Support the IOM Mission and/or the national authorities in the post-tender roll out, quality control and monitoring, testing and commissioning of the API/iAPI system. g) Support the national authorities in strengthening their operational capacity to exploit passenger data and produce tactical and strategic risk assessments.

h) Develop project proposal documents for the potential next phase of activities. i) Upon completion of the consultant assignments, prepare and submit to IOM a report detailing the work undertaken.

Required Qualifications and Experience:

Education

• Completed university degree in technical or social sciences, law, management or a related discipline, or equivalent qualifications and/or experience.

Experience

Experience – General requirements

• At least 8 years of government or private sector experience in procuring, implementing and managing API or iAPI systems.

• Excellent up-to-date knowledge of the international regulatory framework related to passenger data systems, including relevant ICAO Standards and Recommended Practices, technical specifications and related ICAO/IATA/WCO Guidance Material (including Annex 9 - Facilitation, Document 9957 Facilitation Manual, API Guidelines and relevant Appendixes). • Solid grasp of interoperability issues in passenger data systems and expert knowledge of UN/EDIFACT rules including PAXLST and CUSRES implementation guidelines. • Demonstrated ability to manage quality and ensure compliance with the international regulatory framework in previous API/iAPI implementation projects.

• Familiarity with best traveler identification management international practices and tools, including the ICAO TRIP Strategy, Document 9303 Machine-readable Travel Documents, the ICAO Public Key Directory (PKD) and the Evidence of Identity framework. • Experience with exploiting passenger data for criminal intelligence and risk assessment purposes is an advantage.

• Experience with change management or developing a legal framework for a new passenger data system is an advantage.

Page 2 / 4• Experience with implementing and exploiting Passenger Name Record (PNR) systems and knowledge of PNRGOV guidelines is an advantage.

Experience - API Procurement Tenders

• Demonstrated ability to guide and supervise API or iAPI procurement tenders and implementation of new passenger data systems.

• Sound experience in all phases of API/iAPI tender projects, including demonstrated ability to develop tender specifications and perform bid evaluation.

Experience - API Legislation

• A law degree from a recognized education establishment. At least 5 years of legal experience, preferably in the areas of legal reform, legislative review and legal drafting. • Demonstrated ability to identify API-related legal needs, draft bills as required and guide stakeholders in the process of law promulgation for a new API/iAPI system. • Knowledge of appropriate examples of good practice relating to legislative requirements for API/iAPI.

Experience - API Managing Stakeholders and Change

• Demonstrated ability to identify needs, manage change, stakeholders and drive towards consensus and results in API/iAPI implementation projects.

Languages

Fluency in spoken and written English is required. Working knowledge of other UN Official Languages is an advantage.
