To provide expertise on how to monitor the field results of UNICEF's supply chain strengthening efforts with national governments and advocate for the use of data for management decision making - in terms of health systems strengthening, national supply chain performance & maturity, sustainability (economic, environmental and political), and impacts on children (health, education and protection) with clear linkages to the UNICEF Strategic Plan indicators and global supply-related strategies.

As part of the Supply Chain Strengthening Centre, this position will work closely with UNICEF colleagues

• To provide expertise on how to monitor the field results of UNICEF's supply chain strengthening efforts with national governments and advocate for the use of data for management decision making - in terms of health systems strengthening, national supply chain performance & maturity, sustainability (economic, environmental and political), and impacts on children (health, education and protection) with clear linkages to the UNICEF Strategic Plan indicators and global supply-related strategies.
• To lead the development and institutionalization, in consultation with UNICEF Supply Division Centers, Programme Division, Regional Office, and Country Office, a process to track and prioritize country engagements and monitor progress against the UNICEF National Supply Chain System Strengthening Strategy and related global supply strategies.

As part of the wider community of partners and national governments, this position will

• Engage with global partners as a thought leader in the development of guidance, tools, and best practices on strategies for national governments to collect, aggregate, and use supply data lo improve supply chain and programme performance.
• Manage the deployment of personnel providing technical expertise to UNICEF country offices and national governments to support supply chain and programme managers to obtain timely, accurate, and complete information in support of their supply chains, including the transfer of commodities between UNICEF and government operations.
• Clearly and succinctly communicate the outputs and outcomes of country engagements, translating quantitative indicators into case studies, presentations, donor reports, and UNICEF collateral.

Duties and tasks:

1. Develop monitoring components of UNICEF's National Government Supply Chain Strengthening Strategy
• Develop country prioritization metrics, Including health and access measurements, government supply chain performance, and UNICEF supply chain performance,
• Define relationships between country management dashboards, country supply chain performance, and the resulting progress of the national government supply chain strategy.
• Incorporate clear linkages between country engagements, country supply chain performance, UNICEF supply chain performance, and how these measures relate to UNICEF SD and PD organizational Indicators and global supply-related strategies.
• Translate measurable progress of strategy into communication materials that illustrate the impact of activities toward UNICEF, donor, and global strategies.

2. Lead the development of UNICEPs country management process, in consultation with UNICEF Supply Division Centers, Programme Division, Regional Offices, and Country Offices.

• Refine the set of reports, audiences, and data needs to track and prioritize country engagements, prioritizing areas of need and collaboration, and monitoring progress against the UNICEF national government supply chain strategy.
• Build, test, Implement, and maintain a tool to capture and report on country data.
• Define, align, and Implement a process to incentivise and ensure routine data capture and use of country data.
• Translate country engagements and progress into communications materials that convey Individual country improvements as well as regional and global progress toward UNICEF, donor, and global strategies.

3. Support the development or strengthening Together Strategies" with the aim of increasing country ownership of UNICEF In-country supply chains
• In coordination with UNICEF SD Centres, Regional Offices, Country Offices, and partners, provide technical expertise on the development of UNICEF policies and procedures on how to utilize data to transfer UNICEF operational supply chains to government ownership - by Informing a strengthening Together" Strategy.
• Propose plans for the provision of technical support to link/integrate UNICEF dashboards to national supply chain data platforms.

4. Manage the deployment of technical assistance for data for management activities
• In coordination with UNICEF SD Centres, PD, Regional Offices, Country Offices, and partners, provide technical expertise to national governments in the form of assessments, Improvement plans, and data for management strategies.
• Assist national governments in the development of Country Implementation Roadmaps to track progress or comprehensive supply chain Improvement plans.
• Contribute to capacity development and knowledge sharing sessions and participate in planning and organising supply chain monitoring training programmes with government counterparts; UNICEF staff, and other partners.

5. Engage with global partners
• Build and maintain external relationships and collaborate with stakeholders such as GAVI, BMGF, WHO, GFATM, USAID, World Bank, and the ISG, to ensure mutual learning and consistency in the development and Implementation or tools and guidance to national governments In support of improving data for management.
• As a global thought leader in national government data for management strategies, prepare advocacy materials highlighting country case studies, best practices, and innovations al global conferences and for a

6. Manage relevant Other Resources budgets (expenses, travel, personnel, grant proposals, etc.) In the Supply Chain Field Results and Coordination Unit in concert with other Budget Leads.

7. Manage the human resources in the Supply Chain Field Results & Co-ordination unit In hiring, on-boarding, and development of annual work plans, outputs, and outcomes

Education
Advanced university degree (Master's degree), preferably in the area of economics, business, supply chain, engineering, statistics, or related field.
1st University degree and 10 years of relevant experience can be accepted in lieu of advanced degree

Experience
• At least eight years of relevant professional experience with progressively increasing responsibilities.
• Experience working with supply chains in global health, humanitarian assistance, or development programmes in International settings.
• Experience defining, tracking and improving supply chains performance In complex global health supply chains
• Experience with analysing, implementing, or using logistics management Information systems is desirable.

Languages:
Fluency in English Is required. Fluency or knowledge of another UN language (French, Spanish, Arabic, Chinese, or Russian) is an asset.
