Context:

Under the overall supervision of the Deputy Chief of Mission (DCoM) and the direct supervision of the Head of Operations, and in coordination with relevant Units in Headquarters (HQs) and Regional Office (RO), the successful candidate will be responsible and accountable for the implementation, data monitoring and reporting of the Displacement Tracking Matrix (DTM) system established by IOM Yemen, co-chairing the United Nations (UN) Yemen Task Force on Population Movements (jointly chaired by IOM and United Nations High Commissioner for Refugees (UNHCR) within the Protection Cluster), and for coordination with the Humanitarian Coordinator Office for all DTM-related matters.

Core Functions / Responsibilities:

1. Manage the DTM system in Yemen.

2. Within the scope of the DTM, develop/adapt methodologies and standardized tools (e.g. survey database design, population movement tracking systems, etc.) to fit the context and meet the information needs of IOM, the government, and humanitarian partners, in coordination with the Office of the Humanitarian Coordinator of the UN Humanitarian Country Team in Yemen.

3. Consolidate guidelines and lessons learnt and collaborate with members of the Task Force Page 1 / 4on Population Movement in this regard.

4. Follow up on logistical and administrative arrangements for DTM implementation and reporting; cooperate with national and international authorities. Ensure constant updates to work plans, expenditures, and budget allocations. Provide information and assist with arrangements required for the recruitment of project staff and service providers. 5. Provide direct and remote guidance to national and international staff and service providers, including the database officer, geographic information systems officer, field staff, enumerators, data entry clerks, third party personnel, etc. as per project needs. Monitor staff activities to ensure quality control and adherence to the methodology and the timeframe. 6. Develop and deliver training on the methodology and operations to IOM field staff and operational partners (NGOs and government authorities), in collaboration with technical staff at the Department of Operations and Emergency in Headquarters.

7. Develop and introduce systems for improved data gathering and management for operations relevant to internally displaced persons (IDPs) and migrants, including service mapping. Provide analysis of available data and produce regular reports and other information outputs of DTM results for dissemination to government counterparts and humanitarian partners in coordination with the Office of the UN Humanitarian Coordinator. Ensure that donor reporting information and schedules are available.

8. Develop and manage operational partnerships with central and local authorities, service providers, agencies, and NGO partners for the proper implementation of DTM activities at national and district levels. Support relationship- building/enhancement with UN agencies, clusters and inter-cluster bodies, international NGOs, and others for improving the quality and relevance of information analysis.

9. Develop dissemination and information tools, including reports, websites, press briefing notes, weekly and monthly reports.

10. Provide relevant and timely DTM information to the Operations Unit in IOM Yemen for their timely start-up, implementation, monitoring and evaluation, and reporting on their various programming components on humanitarian assistance to IDPs, migrants and other conflict-affected populations in Yemen.

11. Contribute to identifying project ideas. Contribute to IOM Yemen’s profile, attendance of relevant meetings, and negotiations with donors and fundraising, and update colleagues regularly.

12. Participate in relevant meetings and undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme ideas development, as required; update colleagues regularly. 13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Information Management, Computer Science, Political or Social Science, International Law, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

Page 2 / 4• Experience in the field of emergency response and humanitarian assistance and the implementation of early recovery activities;

• Experience at the international level with specialized international agencies (UN agencies, international organizations, and international specialized NGOs) and in complex humanitarian operations;

• Knowledge of UN, IOM, international organizations' and NGOs mandates and programmes in the area of humanitarian assistance to IDPs and conflict affected populations; • Experience working in the region and specifically in Yemen is an advantage. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
