Background

The “Poverty reduction among youth in Cambodia - Development of youth volunteers’ skill sets for increased employability” project aims to develop an innovative approach to youth skills development through volunteering. Through better definition and recognition of skills gained through volunteering, employers and the general public alike will see their value.

The United Nations Volunteers (UNV) and the Ministry of Education, Youth and Sport (MoEYS) have partnered to explore this in Cambodia. Our shared aim is to explore a new way to see volunteerism; as a tool for youth employability. The current context in Cambodia provides an excellent environment for this endeavor, with the possibility to bring real change to the lives of thousands Cambodian youth.

To ensure the enhanced employability of young people, the project facilitates more effective volunteering programmes for Cambodian youth, and explores the accreditation of those programmes to ensure that the skills developed through such opportunities are transferable to the job market (i.e. recognized and in demand by employers). In addition, the project builds the capacity of the national partners in strengthening national volunteering structures while enhancing the cooperation with the private sector, civil society, and academia in youth employability.

The Government of Cambodia, represented by MOEYs, is mobilizing resources to establish accreditation frameworks for skills acquired through volunteer programmes. These frameworks will be a sustainable mechanism for the creation of volunteer placements that support transferable labor market skills development.
The project will target additional resources to support skills development for Cambodian youth, including specific training programmes for volunteers. These measures integrated to other support for skills development for Cambodian youth, could lead to the establishment of a National Youth Service.
 
The Project Assistant, under the supervision of the Project Manager will provide support to the Project.
 

Duties and Responsibilities

Summary of Key Functions:
  • Support the overall management of the “Poverty reduction among youth in Cambodia - Development of youth volunteers’ skill sets for increased employability” Project
  • Provide effective support to implementation of the Project;
  • Supports resource mobilization; and
  • Support knowledge building and knowledge sharing between the Project and other relevant partners.
1. Support the overall management of the “Poverty reduction among youth in Cambodia - Development of youth volunteers’ skill sets for increased employability” Project: :
  • Assist in the preparation of budgets and budget revisions in ATLAS, ongoing management of the Project procurement plan, activity proposals, financial reports, and preparation of contracts and other administrative documents for implementation and tracking of Project activities at the country level;
  • Monitor monthly Project related expenditures and provide updates to the team;
  • Assist in the review of implementing partner financial and project reports, provide guidance to project partners on financial reporting, update partners on implementation and technical requirements to ensure that Project/donor reports are in accordance with a Results-Based Management Framework;
  • Follow up with finance on the disbursement of funds requested by implementing partners and consultants;
  • Regularly review Project and implementing partner contractual deadlines and update the Project team on upcoming deadlines to support timely monitoring and reporting;
  • Proactively coordinate and maintain an effective tracking and filing system and database for all Project documents including contracts, and scanning documents on request, for both hard and soft versions of Project documents;
  • Oversee and/or manage EVAW Project day to day logistical requirements, including reviewing the translation of written documents when required to ensure quality.
2. Provide effective support to implementation of the Project:
  • Preparation of travel arrangements and Daily Subsistence Allowance (DSA) payments;
  • Coordinate Project and administrative matters related to the organization of regional and national meetings, workshops and conferences including contracting vendors and organizing logistics;
  • As appropriate, assist in the drafting and printing of event invitations and the coordination of attendance lists, including following up with guests to confirm attendance;
  • Assist with and take notes for the purpose of drafting minutes for Project related meetings and workshops;
  • Support and contribute to the development and production of supporting documents and written materials relating to the Project such as reports, concept papers, terms of references (TORs), contracts, communication materials and other written materials as directed, and assist other Project staff in preparation of these documents as needed;
  • Proactively communicate with implementing partners to ensure financial and narrative reports are submitted on time;
  • Provide guidance to the Project with regards to operational requirements, such as advising when notes to file are required;
  • Proactively coordinate and liaise with the operations team to ensure information, templates and relevant documents and other materials are shared in a timely manner;
  • Assume overall responsibility for ensuring Project documents and procurement and Project processes comply with operational regulations and proactively flag potential issues;
  • Ensure the availability of an updated list of addresses of different partners.
3. Supports resource mobilization:
  • Assist to review contribution agreements, and manage contributions in ATLAS;
  • Proactively draft thank you letters and support other administrative matters related to fundraising.
4. Support knowledge building and knowledge sharing between the Project and other partners:
  • Support the development and dissemination of knowledge products and other communications materials, including coordination of design/layout and printing;
  • Support collaboration and coordination with other Project areas, specifically but not limited to South-South cooperation, youth entrepreneurship and innovation.

The key results have an impact on the efficiency and effective Project management and the Cambodia Country Office. Required Skills and Experience

Education:

  • Secondary Education preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement;

Experience:

  • 5years (for highschool certificate) or 3 years (for bachelor degree) of relevant hand on programme and operation management;
  • Proven good communication experience with government, civil society organizations and networks in Cambodia working to advance youth empowerment;
  • Practical experience applying with areas of youth engagement in programme and policy development is essential;
  • Familiarity with Volunteerism, the SDGs, South-South Cooperation and Youth Economic Empowerment concepts are preferable;
  • Familiarity with the UN and its coordination mechanism would be an advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, and experience in handling of web based management system;

Language Requirements:

  • Fluency in Khmer and English (both spoken and written).
