OBJECTIVE OF THE OFFICE/DEPARTMENT
The Communicable Diseases and Health Analysis Department (CHA) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis that are technically sound and appropriate for the political and socio-cultural context in which they are implemented.  It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence-based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision making processes through improved health information coverage, analysis and quality at all levels.

DESCRIPTION OF DUTIES
Summary of Responsibilities
Under the direct supervision of the PAHO/WHO Representative; the general guidance and supervision of the Unit Chief, Neglected, Tropical and Vector-borne Diseases (CHA/VT); and technical support of the Advisor, Malaria and other Communicable Diseases, the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
1. Coordinate the implementation of the Framework for Artemisinin Resistance Prevention, Containment, and Elimination activities in the Country including targeted efforts  for the elimination of malaria in bordering Member States in the Guyana Shield;
2. Provide technical cooperation in reinforcing the Country’s malaria surveillance system in support of the Country’s malaria elimination goals;
3. Promote and facilitate country to country collaboration and coordination of planning and field operations for the prevention, control and elimination of malaria and other priority neglected infectious diseases;
4. Provide technical cooperation on the implementation of an Integrated Vector Management (IVM) strategy and other matters related to public health entomology in the Country, including the monitoring and management of resistance to insecticides used in public health;
5. Provide technical support for capacity building on communicable disease elimination towards overall strengthening of the health system;
6. Collaborate in the development and implementation of work plans for malaria, and vector-borne diseases in support of the Country’s national strategies;
7. Promote and provide technical cooperation in planning and implementation of operational research in malaria, and vector-borne diseases;
8. Promote activities to sensitize countries to mobilize political support for the PAHO/WHO Malaria Program and foster commitment of key actors in engaging in joint activities in areas of common epidemiological interest;
9. Promote alliances and operational associations among institutions from different sectors of the society, at different government levels (national, regional and local);
10.Support the preparation of proposals for submission to the Global Fund and other financial institutions, as well as the implementation of work plans in countries with approved proposals;
11.Perform other related duties as assigned.
 
REQUIRED QUALIFICATIONS
Education\:
Essential\: A university degree in a health-related discipline from a recognized institution.
Desirable\: A master's degree in tropical medicine, infectious diseases and epidemiology, entomology or public health; and/or training in malaria elimination would be an asset.

Experience\:
Essential\: Seven years of combined national and international experience working in malaria, epidemiology and vector-borne disease prevention and control programs.
Desirable\: Proven managerial experience in the operational aspects of prevention, control and elimination of communicable diseases would be an asset

Technical Expertise\:
- Knowledge of program management, including planning and monitoring activities of the malaria program, with special focus on budgeting and financing aspects; initiatives and adaptability to work with various partners, including donors and country stakeholders.
- Strong knowledge and experience in surveillance, management, prevention, control and elimination of malaria and other neglected infectious diseases of public health importance
- Demonstrated knowledge and experience working with malaria and neglected diseases in the Region of the Americas.
- Knowledge on entomology and its use and applications in the prevention and control of vector-borne disease.
- Knowledge and skills in providing technical support for the development of programs, plans and projects.
- Organizational and analytical skills to effectively facilitate bridging of technical and programmatic gaps.
- Ability to analyze technical information and synthetize inputs from multiple sources; support the development of guidelines and training materials.
- Strong professional oral and writing skills, including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.

Languages\:
Very good knowledge of English or Spanish with a working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.

IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint and Outlook.  Other IT skills and knowledge of other software programs such as Visio, Microsoft SharePoint, and Project would be an asset.
