Background

During and after the armed conflict, cultural monuments of outstanding historical significance in Kosovo were the focus of intentional destruction. Throughout Kosovo cultural and religious symbols were destroyed or disfigured causing immense damage. Yet, it is estimated that cultural heritage is a crucial element of the recovery process following armed conflict and should not be considered a luxury to await attention later. Societal ability to recover from conflict is closely linked with the inclusion of cultural heritage as part of the process as it aids social reconstruction, ensures a “thread of continuity” that links the post-conflict reality with a pre-conflict “normality”, and supports reconciliation as a necessary foundation for the transition from post-conflict to sustainable development. This process is even more important for conflicts based on, or featuring an ethnic and/or religious dimension, particularly in multi-ethnic environments, when deliberate attacks on the “other’s” symbols of identity have taken place. In Kosovo, where inter-community exchange is limited and the understanding of the others’ heritage is restricted, tangible and intangible cultural heritage protection may serve as an instrument to build inter-community trust. To this end, The European Commission adopted a project - under the Instrument contributing to Stability and Peace (IcSP) - to support cultural heritage protection in Kosovo. The project will be implemented by UNDP in Kosovo and will support the continued rehabilitation of important cultural and religious sites, the development of cultural and rural tourism, as well as engaging communities to work together on cultural heritage protection. In doing so, this project will contribute to greater understanding and reconciliation between ethnic communities, which will be achieved through the following three Outputs:
 
i) restoration, rehabilitation and beautification of cultural and religious sites;
ii) promotion and awareness-raising of intangible cultural heritage; and 
iii) strengthening of capacities to protect and preserve cultural heritage at institutional and community level. 
 
To reach the objective of the project, UNDP is now seeking a project officer who will focus on Outputs one and three of the project, namely to lead and coordinate the activities, as well as provide technical expertise and provide quality assurance/oversight vis a vis the planned works. 

Duties and Responsibilities

The Project Officer will conduct the following duties and responsibilities: 
 
Support the implementing activities by mobilizing goods and services, in accordance with UNDP Policies and the UNDP Kosovo Standard Operating Procedures:
  • Support the project manager in daily activities of the project, with a focus on coordinating hte implementation of Outputs one and three of the project;
  • Assumes operational oversight and quality assurance of the rehabilitaion and renovation of the selected sites and surrounding areas, in cooperation with the implementing partner and/or construction company; 
  • Development of Terms of references, Request for Proposal, and the other necessary documentation for tendering of renovation works;
  • Review of proposal, technical drawings, and specifications showing the necessary works prepared by the implementing partner/contractor(s);
  • Ensures that UNDP rules and regulations are implemented in all project activities; 
  • Prepare regular updates, progress reports, and contribute to the drafting of final project reports as per UNDP rules and regulations, and ensure that gender dimensions are highlighted in all products; 
  • Managing the project’s logistics and administrative matters related to Outputs one and three, ensuring effective use of resources and compliance with UNDP rules and procedures;
  • Follow the internal and external communications plan and support its implementation, according to the EU communication and visibility plan;
  • Supports the planing and organisation of project board meetings;
  • Contribute to the production and dissemination of communication and promotion materials, in particular online resources;
  • Participate in regular internal meetings and training events.
Monitoring of progress and risks, ensuring that changes are controlled and problems addressed; Reporting on progress including measures to address challenges and opportunities:
  • Contribute to knowledge management activities, including monitoring and evaluation, and ensure capturing of gender disaggregated results;
  • Facilitate the cooperation and liaising between beneficiaries and the project to ensure timely and qualitative implementation of project activities;
  • Monitor the off-line risk log and submit new risks to the Project Manager for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log; 
  • Identify changes in the external environment and promptly advise the project manager on necessary solutions or actions.
Support partnerships, advocacy, and knowledge management activities at project level 
  • Support the project manager in developing partnerships with national and international stakeholders and partners to guarantee coordination, prevent overlapping of activities, ensure lessons learned are gathered and disseminated, and identify possibilities for organizing joint activities;
  • Support the formulation of knowledge products related to practical implementation of confidence building measures through project output(s);
  • Ensure lessons learned are gathered and disseminated amongst stakeholders and to identify possibilities for organizing joint activities with partners
  • Be familiar with the activities of other development projects in the sector/area, establish contact and keep up-to date with their work;
  • Support the Project Manager in developing/strengthening partnerships and advocacy activities agreed by the UNDP office in the area/sector covered by the project.
Impact of Results 
  • The results of the work of the Project Officer have a direct impact on the implementation of the project and the achievement of results. Specifically, the results have an impact on the planning, implementation and coordination of project activities and resources (human, financial, material assets etc.) in order to meet expected results.

Required Skills and Experience

Education:
 
  • BA degree in civil engineering, urban planning, conservation and preservation, or a related field. 
Experience:
  • Min. 7 years relevant professional experience in managing renovation, construction and rehabilitation projects or in a similar role;
  • Proven track record in development sector working for an international agency, donor organization, or NGO;
  • Proven ability to coordinate complex activities with diverse range of partners in a multi-cultural context;
  • Proven experience in monitoring of work plans and project implementation;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages. Experience in handling of web based management systems;
  • Experience in cultural heritage protection/management is an asset.
Language Requirements:
  • Fluency in both oral and written English. Fluency in oral written Albanian and/or Serbian is required.
