Context:

Under the direct supervision of the Chief of Mission (CoM), the successful candidate will be responsible for developing, supervising and/or implementing emergency and recovery programmes, plans and activities. This will also include supporting Non-Food Item (NFI)/Shelter and Camp Coordination and Camp Management (CCCM) sectors, as well as inter-agency/inter-sector recovery and emergency efforts.

Core Functions / Responsibilities:

1. Supervise and coordinate the implementation of all operational aspects of IOM’s emergency operations, activities, and programmes.

2. Communicate and co-ordinate on emergency programming with relevant stakeholders including but not limited to government officials, UN agencies/funds/programmes, and other IOM units.

3. Provide support to and oversight of the NFI/Shelter and CCCM sectors in collaboration with thematic specialist colleagues and other stakeholders.

4. Identify, design, and develop new opportunities for emergency projects in close consultation/coordination with donors, CoM, Project Development and Support Unit, Regional Page 1 / 3Office in Nairobi, Headquarters (HQs), other relevant IOM missions, and government authorities as appropriate.

5. Provide consistent review and competent advice to the CoM on the overall performance of emergency project activities to ensure effectiveness, coherence, integrity, and establish strategic programmatic linkages.

6. Assist with the development and dissemination of public information and communication tools.

7. In collaboration with the Project Development and Support Unit, ensure timely completion of project monitoring & evaluation and donor reporting.

8. Assist with the preparation and collation of general and specific information on project activities as requested by donors/external parties, HQs, and other internal counterparts; coordinate internal evaluation(s).

9. Assist with the development of budgets, disbursement targets, procurement plans, and work plans for all staff working on emergency projects.

10. Represent IOM at relevant inter-agency, sector, or governmental meetings, including providing presentations, drafting briefing notes, or contributing to joint documents as necessary. 11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience in fields related to IOM emergency programming including emergency coordination, NFI/shelter, CCCM, DTM, transition & recovery, resettlement, or preparedness and response;

• Experience living in an emergency context, particularly within French-speaking or East Africa; • Experience liaising with government officials, donors, UN personnel, NGOs, and other stakeholders;

• Experience in project management including management of budgets and staff; • Strong writing skills a distinct advantage;

• Excellent computer skills, including with Microsoft functions such as Word, Excel, Powerpoint, etc.

Languages

Fluency in English and French is required.
