UN VOLUNTEER DESCRIPTION OF ASSIGNMENT BIHR000428--Project Coordinator The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. The UN designated state of alert for Bosnia and Herzegovina is Security Level 1 which is minimal and lowest security level in the Security Level System for the entire country, including the capital of Sarajevo.
The situation in Bosnia and Herzegovina (BiH) is generally quiet; all international agencies consider threats to their staff to be low at this time. However, BiH has the same problems as much of Europe, from pickpockets to traffic accidents, so please make sure you exercise appropriate personal security awareness and common sense.
Bosnia and Herzegovina is a country with the largest mine contamination problem. Over 670.000 mines and 650.000 unexploded ordinances on 10.000 locations estimated. Contaminated area estimated is over 2.000 km2 which is more than 4 % of the total territory of Bosnia and Herzegovina. Staff is advised to stay on well-travelled routes while in the country. Organizational Context & Project Description
The assignment will take place under the recently initiated Countering Illicit Arms Trafficking in Bosnia and Herzegovina (BiH) – CIAT
Project, funded by the Federal Republic of Germany and implemented by UNDP, aimed at further strengthening of Border Police of
BiH (BP BiH) to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives in BiH through increased
technical capacities and capacity development of BP BiH, Ministry of Security of BiH (MoS BiH) and Agency for Education and
Professional Training of the Ministry of Security, Indirect Taxation Authority BiH, Ministry of Foreign Trade and Economic Relations
BiH (MOFTER) and Directorate for Coordination of Police Bodies in BiH (DCPB).
Within its project work plan and national strategic framework of BiH regulating this area, the CIAT project will assist the
abovementioned institutions and agencies in their continuous specialized training on border checks for all types of cross-border
traffic, establishment of an efficient border surveillance as a quality filter for illegal migrations and cross-border crime,
implementation of joint specialized trainings, as well as contribution to the implementation of specific Small Arms Light Weapons
(SALW) Strategy and the Action Plan activities.
The Project key output is as follows:
BP BiH capacitated to efficiently identify, prevent, and counter trafficking of firearms, ammunition and explosives from and through
BiH.
The main activities and expected results are as follows:
Capacity of BiH front-liners increased;
Capacity Development of BP BiH in Countering Illicit Arms Trafficking;
Increased Technical Capacity for Detection, including provision of specialized equipment.
This intervention and envisaged Project results and activities are especially important to effectively combat crime in general and
firearms trafficking in BiH in particular, in which BiH authorities need to be assisted at. The need for the Project and relevant results
and activities is reflected in the fact that the existing 16 police agencies are working in siloes, in a rather competing, uncoordinated
and reactive manner with limited resources, with the ever-growing number of passengers and traffic representing an additional
challenge in efficient border control. To address these challenges the selected consultant will, within the envisaged project activities,
provide targeted assistance and support to BP BiH in further strengthening of their capabilities to investigate and suppress trafficking
and misuse of firearms and explosives.

Task description
Under the direct supervision of the Justice and Security Sector Leader, the UN Volunteer will undertake the following tasks:
Coordinate, with the dedicated team of regional consultants, the operational assessment of BP BiH, including the assessment
of available procedures, capabilities, training, equipment. Assessment will be made based on the inputs received from the BP
BiH senior and middle management, as well as selected operatives, Joint State Border-related Risk Analysis Centre (JBRAC),
Local Risk Analysis Centres (LRAC), the Canine (K9) Unit, and training capacity of the Agency for Education and Professional
Training of the Ministry of Security, institution in charge of initial and specialized training.
Coordinate, with the dedicated team of regional consultants, the development and implementation of training on identification
and reporting of confiscated firearms, ammunition and explosives (including precursors) through development of Online
Firearms Identification Tool, Manual on Basic Training on identification of firearms and the Manual for the implementation of
the Basic Training on identification of ammunition and explosives.
Coordinate, with the dedicated team of regional consultants, the development and implementation of training on detection
methods through synthesis of domestic and regional experiences in the area of trafficking (modus operandi, concealment
methods, detection techniques, etc.) needed to categorise lessons identified and based on these lessons develop a
Guidebook on logistics of illicit arms trade and good practices of detection.
Coordinate, with the dedicated team of regional consultants, the project activities that will lead to increased capacities of
11 Oct 2017 Page 2 of 5 target institutions in the area of supervision of legal trade through the establishment of a chain of communication between the MOFTER (licensing authority) and the BP BiH and the introduction of the SEESAC software solution for the registry of the
movement of arms and military equipment, outreach program from MOFTER to the BP BiH concerning the legislation,
establishment of the Working Group on improved control of postal parcels identifying the legislation, procedure and
equipment needs. These activities will lead to the development of a Guidebook on Inspection of shipments by Road (buses,
trucks and cars) Rail, Air – export, import, transit and Training on shipment control Road (8 trainings) Rail (1 Training) and Air
(1 Training).
Coordinate, with the dedicated team of regional consultants, the development of SOPs on collection and analysis of data
related to firearms, ammunition and explosives profiling, tasking and coordination, through drafting of procedures on data
collection related to firearms, ammunition and explosives, drafting of procedures on risk analysis methodology at strategic,
operational and tactical level (including but not limited to: Methodologies for Strategic, Operational and Tactical Risk Analysis,
etc.); drafting of procedures on risk profiling, drafting of procedures on tasking and coordination following the Intelligence led
policing approach for JBRAC and LRAC, provision of relevant consultancy based on regional experience.
Coordinate, with the dedicated team of regional consultants, the organization of trainings on SoPs, including training on data
collection, risk analysis and risk profiling and tasking and coordination.
Coordinate, with the dedicated team of regional consultants, the development of SoPs on special event management,
including the following elements: Coordinated inter-agency cooperation, better use of specialised resources in the times of
crisis, improved tasking and coordination led by BP BIH.
Coordinate, with the dedicated team of regional consultants, the organization of trainings on special event management SoPs.
Coordinate, with the dedicated team of regional consultants, the development of the Standard Operative Procedures relevant
for tracing and investigation of firearms, ammunition and explosives would enable BP BiH to send, receive and respond to
queries related to firearms, ammunition and explosives.
Coordinate, with the dedicated team of regional consultants, the organization of trainings on SOP relevant for tracing and
investigation of firearms, ammunition and explosives
Coordinate, with the dedicated team of regional consultants, the identification of good practices in community policing
activities implemented by BP BiH in border communities including risk assessment, outreach and communication as an
important practice critical for the outreach to the population, sending clear messages about the zero-tolerance policy towards
any form of smuggling.
Coordinate, with the dedicated team of regional consultants, the support to outreach activities of the BP BiH towards targeted
border communities to improve cooperation with the BP BiH – (i.e. regular outreach and contacts, town hall meetings, support
to the establishment of Local Safety Councils).
Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby
reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International
Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type
and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute
articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with
the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,
orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Conditions of Service for International Specialist:
The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and
satisfactory performance. However, there is no expectation of renewal of the assignment.
A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family
Allowance (FA) for those with dependents (maximum three).
The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and
other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,587. The
VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis
according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty
stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a
Well-Being Differential (WBD) on a monthly basis.
Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the
duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty
station.
UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security
framework (including residential security reimbursements).
UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final
repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.
UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful
candidate.
