Purpose of the Assignment

Activity: Prepare the inception report which will include the materials to be  developed and the work methodology.

Enabling access to  schools in remote areas ( classrooms construction related)

Textbooks for children

Inclusive education

Teacher capacity building on Effective Intervention Learning and Reading Programme

School management committees and their role in school development

Parental perspective sending children to pre-school

Interface between the community pre-school and primary school.

Monitoring of schools/School inspection and its importance.

Suggested delivery dates: Four weeks

Activity: Facilitate the development of strategy and materials. (Brochures/ radio spots etc) for facilitating the dissemination of the sector plan.

Tasks/Methodology: Consultations/Interviews

Deliverables: One brochure on the key aspects of education sector plan.

Radio spots to inform community about education sector plan

DELIVERABLES, TIMEFRAME AND PAYMENT:

 Key deliverables are:

  • Inception report.
  •  8 human interest stories and two photo essays
  • 2 booklets/brochures; and two photo essays  
  • Communication and Dissemination strategy for the education sector plan and communication materials one brochure on key aspects of Education Sector Plan and 5 radio spots for facilitating the dissemination of the sector plan.
  • End of assignment report.

 

METHODOLOGY AND ORGANIZATION OF WORK:

Duration: The contract will be for a total of eleven weeks from the start date. The table above is an indicative time table for the contract.  The consultant is free to propose a different time table, as long as the proposal clearly explains the sequence of activities, Earlier delivery while maintaining quality standards will be favorably considered in the technical assessment. However the contract will not be extended beyond said period

Management and implementation arrangement:

The overall management of this management will be done by UNICEF Chief of Education and Communication Section will provide support.

Budget and Remuneration:

The budget for this consultancy will be covered from Grant SC 1409905 and SC170098. 

 Payment:

UNICEF has to approve the communication products developed  and in the case of Education sector plan additionally the approval of Ministry of Education is also required, The payment schedule is as follows:

  • Inception report 10%.
  • 8 human interest stories and two photo essays 25%
  • Final versions of booklets/brochures; and two photo essays 25%
  • Facilitate the development of strategy and  materials (brochures/ radio spots ) for facilitating the dissemination of the sector plan.20%
  • End of assignment report 20%

Qualifications of Successful Candidate

Education

  • First University degree in Communication, Journalism, Public Relations, Marketing of equivalent field;

Years of relevant experience

  • A minimum of three (3) years of progressively responsible professional work experience in communication, reporting, fund raising, programme monitoring and evaluation.

Language skills

  • Excellent English writing skills are essential. Knowledge of Portuguese or Spanish is highly desirable. Good French writing skills are an asset.

Others skills

  • Good command of Microsoft package

 

CONDITIONS OF WORK

  • The consultancy, on a SSA type contract. The assignment will be carried out in consultation with UNICEF. All the products developed will be the property of UNICEF.
  • As a general principle, the fees payable to a consultant shall follow the best value for money principle (achieving the desired outcome at the lowest possible fee). Therefore, the consultants are required to indicate their fees for services to be provided; In case the offered fees are higher than the remuneration scale of UN system for national consultants in Guinea Bissau, the UN scale rates will be applied.
  • The consultant will work with own IT equipment
  • UNICEF Bissau will provide office space and other secretarial support.
  • UNICEF Bissau will provide transport to and from the airport, and any work related transport in country, if needed.

The applicants have to send a financial proposal along with the application. Financial proposal should include the travel and transportation and accommodation (in case required) costs as these will be responsibility of the consultant.

The consultant is expected to make his/her own travel, transportation, and accommodation arrangements when required. The financial proposal should be comprehensive including the costs of travel/transportation/accommodation.
