Job description

  • Line management of ICLA legal unit field staff
  • Adherence to NRC policies, guidance and procedures
  • Manage and implement delegated portfolio of CC (ICLA) projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to Project Manager (Area Manager and Core Competency Specialist if no PM)
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Provide technical legal analysis and advisories to the program staff
  • Assist in monitoring, evaluating and suggest changes and improvements in program and materials based on observations and discussions with the ICLA staff and the Program Manager.
  • Regular monitoring and tracking to ensure the project implementation meets the program and donor requirements.
  • Support program staff to develop regular plans and monitor the implementation of the plans taking corrective measures was necessary.
  • Assist in ensuring optimal use of financial resources and good budget management
  • Ensure project activity progresses and financial expenditure reports produced at regular intervals and timelines.
  • Networking, exchange information and co-operate with other local and international key actors, represent NRC/ICLA in networks in consultations with Project Manager.
  • Participate and assist the Project Manager and Area Manager in relevant meetings with the UN, humanitarian agencies and Governmental authorities.
  • Any other reasonable task as instructed by immediate superior

Qualifications

  • University degree in social sciences (education, political science, international relations, law, journalism, gender studies, human rights).
  • Work experience in the field of community services 4-5 years.
  • Preferably experience of working with clients; with an emphasis on networking/ work experience with national or international organizations (Experience with returnees/IDPs issues is an asset);
