Organizational Setting

 

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The primary focus of each Division of Operations is to perform and document safeguards verification activities and to conduct analysis and evaluations aimed at providing assurances that States comply with their nuclear safeguards commitments. The Divisions implement a broad range of measures, including information analysis and in-field verification, to draw soundly based safeguards conclusions for States.


Main Purpose

 

As part of the management team of the Section and reporting to the Section Head, the Senior Inspector for Implementation Coordination ensures, in collaboration with the Senior Inspector for State Level Coordination and with staff of the Section, that safeguards activities are conducted effectively and efficiently in accordance with the relevant safeguards agreements and additional protocols with States in order to identify potential indications of nuclear material diversion or undeclared nuclear material or activities.

 


Role

 

The Senior Inspector for Implementation Coordination is part of the management team, providing Section staff with leadership, guidance and advice based on technical expertise. As such, he/she is\: a substantive expert contributor, coordinating, planning and supervising the implementation of safeguards at State declared nuclear facilities, sites and locations; and an adviser to the Section Head and the Division Director on the analysis, evaluation and interpretation of safeguards relevant data for the purpose of planning and implementing safeguards activities and drawing safeguards conclusions.


Functions / Key Results Expected

 

  • Ensure the effective and efficient implementation and evaluation of safeguards activities at nuclear facilities, sites and locations in cooperation with relevant officers in accordance with Divisional practices, liaising with support Divisions as required.
  • Ensure that facility and site safeguards approaches are prepared and remain up to date.
  • Plan inspection activities in accordance with safeguards implementation requirements.
  • Prepare, in cooperation with the Senior Inspector for State-Level Coordination, annual implementation plans for States in the Section. Monitor their implementation, and update them if necessary in accordance with the State-level safeguards approach, to ensure that adequate activities are conducted to draw and maintain the safeguards conclusion for each State.
  • Compile information needed for the Safeguards Implementation Report (SIR) and the IAEA's Annual Report.
  • Identify the training and development needs of Section staff and monitor the implementation thereof (e.g. in safeguards verification methods). Guide and support on-the-job training for Section staff.
  • Prepare for and participate in inspections, complementary accesses and design information verifications on a limited basis. Coordinate actions for the identification and resolution of anomalies as necessary.
  • Organize and participate in negotiation meetings with regional/State authorities. Represent the Section/Division in Department meetings, working groups and other assignments as required.
    Assess and plan budget and procurement needs for the Section and assist the Senior Inspector for State-Level Coordination in assessing the Section's future resource requirements.
  • Reviews and develops proposals for verification activities and the development of State level safeguards approaches.
    Perform supervisory functions in a matrix management environment and carry out tasks assigned by the Section Head.

Qualifications, Experience and Language skills

 

  • Advanced university degree with emphasis on a nuclear discipline, preferably in Nuclear Engineering, supplemented by in-depth theoretical and practical training in areas relevant to safeguards.
  • The incumbent should have at least 10 years of combined relevant experience in the nuclear field (nuclear research, nuclear industry, nuclear facility or nuclear process design) at national and/or international level.
  • He/she should have proven experience in managing human, financial and material resources towards the achievement of stated objectives.
  • It is required that the incumbent has extensive experience in non-proliferation activities, including in the planning and performance of inspections and complementary accesses (CAs), design, data and information analyses, preparation of inspection and CA reports, and the development of follow-up action plans.
  • He/she should have demonstrated experience in drafting technical documents.
  • He/she should have recognized experience in the development of safeguards approaches at the facility-level and at the State-level.
  • It is desirable that the incumbent has experience in the handling of administrative processes according to the IAEA's policies and procedures
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $84721 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 42784, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
