Under the general direction of the Director, the Operations Officer provides professional technical, operational and administrative support for the effective planning, budgeting, management and monitoring of financial and human resources in the Evaluation Office (EO) and the effective implementation of the Office Annual Workplan and the Global Evaluation Plan. The Officer will provide technical support to all EO Assistants. The Officer is responsible for conducting these activities in accordance with UNICEF’s mission, rules and procedures.

This position is located in UNICEF’s Evaluation Office (EO) in New York, which serves as steward of UNICEF’s evaluation function, steering the development and implementation of evaluation policy, strategy and systems, including evaluation quality assurance processes. Its Director reports on the evaluation to UNICEF’s Executive Board through an annual report, which includes information on selected evaluations. The Evaluation Office focuses on the promotion of an enabling environment for evaluation and providing ready access to evaluation information. It also commissions independent corporate evaluations, usually conducted in collaboration with external consultants, and undertakes evaluation capacity development within and outside the organization.

How can you make a difference?

The position of Operations Officer (P1) reports to the Director (D2).

1. Undertakes financial planning and budget management for the Evaluation Office, including the Evaluation Fund

  • Supports the financial planning and monitoring of budget allocations and expenditures to meet current and future needs of the Evaluation Office (EO).
  • Ensures the Evaluation Office is in compliance with all UNICEF operational systems and procedures;
  • Manages the Programme Management and programme funds in our system.
  • Monitors and analyses budget implementation and expenditures
  • Fiduciary responsibility for funds and assets effectively secured and timely executed for optimum utilization.
  • Ensures adherence to financial regulations and rules.
  • Prepares and monitors HACT and financial requests and assists in the preparation of donor reports;
  • Supervises and ensures the accurate and timely processing of invoices, and payments;
  • Responsible for year-end accounts closure activities;

2.  Supports effective management of the Evaluation Office

  • Assists in the preparation of the Office Management Plan (OMP) and budget, preparation of the Evaluation Office annual work plan and coordination of annual review;
  • Provides recommendations on interpretation and implementation of operations policy and procedures. Advises on corrective activities to ensure performance and efficiency;
  • Takes the initiative in improving and implementing operations management systems and implementing a plan for office automation and training of staff;
  • Leads in the implementation of management arrangements within the Office;
  • Provides support to Evaluation Office Programme Assistants through expert advice and swiftly resolves operations related issues.

3. Procurement for services and effective and efficient contract management

  • Accountable for the application of policies and procedures in procurement process and contracts for services;
  • Provides technical advice on Contract Review Committee (CRC) submissions and operational advice on proper interpretation and application of UNICEF procedures in consultation and coordination with Supply Division;
  • Identifies and communicates risks appropriately;
  • In collaboration with the Evaluation Managers, assesses and proposes solutions that will result in more efficient contract negotiation and procurement processes;
  • Responsible for contract management/administration. Develops and prepares complex contracts for services.
  • Provides quality assurance and oversight for the preparation of Terms of Reference and contractual agreements;
  • Reviews/advises clients on relevance and applicability of partnership agreements.

4. Supports human resources and administrative management

  • Provides support in all aspects of recruitment;
  • Manages the on-boarding, maintenance and off-boarding of staff;
  • Reviews payroll reports and identifies errors and requests/coordinates corrective action;
  • Ensures the correct and consistent application of organizational policies and procedures in the management of human resources and administrative functions & organizational policies

 

To qualify as a champion for every child you will have…

  • Education: University degree (bachelor degree) in accounting, social sciences, business administration, management, finance or other relevant discipline.

     

  • Experience: A minimum of one year of relevant professional work experience with both national and international work experience in office management and administration related to international protocol or any other relevant function. Knowledge of UNICEF’s business management tools an asset.

     

  • Language Requirements: Fluency in English is required. Knowledge of other UN languages is an asset.
