Background & Rationale 

UNICEF is completing the implementation of its Gender Action Plan 2014-2017 (GAP 1.0) and planning the implementation of its Gender Action Plan 2018-2021 (GAP 2.0), which is an ambitious effort at catalysing field level programming and results that advance gender equality and the empowerment of women and girls in key areas of UNICEF's work. The GAP programmatic framework defines a twin-track approach: 1) integration of gender equality outcomes across all programme areas, and 2) specification of “targeted gender priorities” focused on empowering adolescent girls. Together, these approaches strengthen UNICEF’s gender results which are prominent in all five Goals of the Strategic Plan. 

Achieving the first programmatic track of GAP results mentioned above, henceforth referred to as integrated results, requires close collaboration with UNICEF colleagues across sectors and across the organization. The programmatic vision for integrated results are at scale, including via innovative new platforms and approaches. Programmatic achievements are closely linked to staff capacity to deliver robust, applied gender analyses and programme design. 

Therefore, as part of its role in supporting the enhancement of UNICEF’s programming on gender equality, the Gender Section (GS) at UNICEF HQ is seeking a Consultant to provide support to the Senior Gender & Development Specialist’s portfolio of work related to exploring a few key dimensions of integrated programming results across the programmatic areas of UNICEF, including efforts to provide internal capacity development systems and platforms for applied gender programming.

Purpose 

The primary role for this Consultant will be to provide support to the Senior Gender & Development Specialist in undertaking and consolidating a strategic stocktake and assessment of the area of integrated programming results for gender equality, and accelerating related UNICEF activities and partnership development. This will include an assessment of current and plan results and programming activities under the two key themes for integrating gender across all five goals in the UNICEF Strategic Plan:  1) Gender Equality for Girls and Boys, and 2) Gender Equality in the Care and Support of All Children.  Potential results for the Gender Section to prioritize under these two themes and across the five goal areas include:  gender equality in health care for girls and boys; quality maternal care; gender equitable professionalization of health and education providers; gender based violence as it affects boys, girls, and women; gender equality in child care, gender responsive water, sanitation, and hygiene, and non-discriminatory and equitable socialization for girls and boys. 

This Consultant will support in evidence-building and shaping of this priority area via assessments and technical support to activities in the internal UNICEF portfolio of work, and related external environment. S/he will also work with key staff and additional consultants within the Gender Section, other Programmatic Sections, and other stakeholders within and outside of UNICEF. 

Expected Results

This Consultant will provide support to the Senior Gender & Development Specialist in a) the strengthening of a cohesive programmatic vision for the integration of gender results, 2) generation of desk research and data to support the completion of a strategic stock-take/assessment of key areas under the integrated programme results for gender equality, as aligned to the Gender Action Plan and Strategic Plan (2018-21), and c). support for the implementation of existing activities, development of a programmatic and research agenda, programming tools, guidance or communication materials. S/he will also assist the Senior Gender & Development Specialist with collaboration efforts with UNICEF HQ sectoral, regional and country-level colleagues, and external partners, for inputs into these afore-mentioned processes. More specifically, the work for this consultancy will focus on the following:

  1. Research, notetaking, consolidation, and documentation for the framing of a cohesive programmatic vision on integration of gender results in alignment with the GAP and the SP.
  2. Desk research on existing and planned integrated results for gender equality programming work in UNICEF, in relation to similar work outside of UNICEF and production of communication materials (which will include, but not limited to analysis, summaries presentations, reports, blogs, videos, etc.);
  3. Support for delivery of key technical, guidance and communication products for implementation, awareness and capacity development efforts based on the integrated results stock-take and vision with HQ, regional- and country-level colleagues.  This includes completion of data management and analyses for learnings, including preparing presentations, formatting tables and charts, and maintenance of an efficient data storage system;
  4. Support for collaboration efforts with PD sections, regional and country offices, and with partners, including organization and/or participation in internal and external meetings on integrated results for gender equality--including potential expert consultation

Key competences, technical background, and experience required 

  • Masters degree in the social sciences (i.e. sociology, demography, psychology, political science, social policy, economics, etc.), , public policy, public health;
  • A minimum of 2 years of relevant experience related to international development and gender equality required;
  • Proven skills in research and analysis.  Experience and demonstrated track record with undertaking desk research, literature reviews, and consolidating findings;
  • Experience and skills with project planning, organizing information and engaging relevant stakeholders;
  • Excellent analytical skills and ability to synthesize complex information in written papers, reports, presentations;
  • Excellent writing and communication skills.
  • Ability to multitask, work in a high pressure environment.
  • Responsiveness to deadlines and deliverables, and ability to work independently and flexibly;
  • Fluency in English required; knowledge of another UN language an asset.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.
