UNOPS strategic focus places increased emphasis on national capacity development and sustainable approaches to project management, procurement and infrastructure services.  A key objective is to be recognized as an organization that delivers world-class infrastructure and project management, which is both economically and socially sustainable, even in the most challenging environments. To achieve this goal, UNOPS has established the Infrastructure and Project Management Group (IPMG).

Within UNOPS, IPMG’s objectives are to serve the organization’s personnel and partners by broadening their infrastructure and project management capabilities, while disseminating best-practices in both of these areas. Through this work, the group helps facilitate the successful delivery of programmes and projects around the world.

To achieve its objectives, IPMG has established three  interrelated and interdependant work streams, namely, Strategic Positioning, Standardsand Implementation Support. The Standards work stream has two sub-work streams, namely, Design Review  and Infrastructure and Project Management Standards. IPMG is managed overall by the Director of IPMG and supported by a Programme Support Unit, which includes a Programme Management Office. The Standards Work Stream aims to reduce organizational risks, improve project performance, and promote excellence across UNOPS projects by having fit for purpose infrastructure and project management standards framework in place, which includes the development and maintenance of project management and infrastructure related technical content, as well as knowledge management, gender, sustainability and tools development associated with this content. This work stream enables IPMG to elevate organizational maturity and contributes to corporate excellence agenda such as ISO certifications and EFQM.

Functional Responsibilities

With the responsibility to assist in the design review of UNOPS infrastructure designs, upholding high standards and providing critical feedback/recommendations, under the direct supervision of the Design Review Manager, the Civil Engineer will be accountable for the following:

1.       Assistance in technical review

The Civil Engineer will (a) assist in the review of technical documentation for completeness, quality and fitness for purpose against the requirements of the relevant UNOPS Design Planning Manual and established technical codes and standards, including the verification of low risk reviews carried out by peer-reviewed, low risk infrastructure works; and (b) ensure effective coordination and management of the design development and design review processes within field office project teams, third party design reviewers, and peer design reviewers.

2.       Developing design guidance

The Civil Engineer will assist in preparing template design details and other technical documentation and guidance to support projects in the development of design

3.       Independence, integrity, and objectivity

In the performance of his/her services, the Civil Engineer will provide independent technical evaluation and recommendations, free of conflicts of interests, and must be able to maintain the integrity of the technical opinion against project pressures.   

4.       Monitoring and Progress Controls

  • Ongoing assessment of task completion, which meets quality expectations
  • Successfully meeting deadlines  
  • Completing progress reports as required

Education/Experience/Language requirements

Education:

  • Candidates must hold a Master’s Degree (CEng, PE, P.Eng, or equivalent) or professional certification in Civil Engineering with a concentration in structural engineering or relevant field.
  • A first-level University degree/Bachelor's Degree or equivalent (e.g. B.Eng) with a relevant combination of academic credentials and 2 years of additional experience may be accepted in lieu of the advanced university degree with a concentration in structural engineering or relevant field.

Work Experience:

  • A minimum of 2 years experience in technical infrastructure engineering/design production, in combination with experience in stakeholder coordination and management in the field is required.
  • Experience with structural engineering preferred

Languages

  • Fluency in English is required. 
  • Working knowledge of French or/and Spanish is highly desired
