** PURPOSE:

 

Under the supervision of UNICEF, UNFPA and the international consultant, the individual national consultant will work as the national counterpart to provide a baseline study on the issue of child marriage and Female Genital Mutilation in Yemen including the effect of the recent conflict on child marriage.

 

** Duties and responsibilities:

UNFPA and UNICEF will undertake a collaborative study on harmful practices with focus on impact of conflict on child marriage and prevalence of female genital mutilation in Yemen. The study will be conducted by a national organisation called Yemen Women Union because of their previous experience in working with communities on child marriage and geographic access to targeted communities. The study team will also receive technical guidance from the Central Statistic Organisation of Yemen for their extensive knowledge on conducting research, data gathering and analyses. 8 selected governorates and district will be targeted (four in the north and four in the south), namely; Sana’a, Hajah, Al-Hodiedah, Dhamur in the |North and Aden, Abyan, Ibb and Lahj in the South.  The aim is to look at the impact/ coping mechanism of child marriage in the humanitarian context, the prevalence of FGM, social norms and impact/ consequences of the war on the practice in 26 governorates/districts of Yemen and set a baseline data on the practices and the social norms. Both agencies are implementing interventions related to child marriage in the selected governorates and district. The time frame to complete the study is three months from the date of signing the agreement.  

The assignment shall be undertaken in the spirit of partnership with the Government of Yemen. A Technical Working Group chaired by the government will provide oversight, co-ordination and linkages with other key players such as the Ministry of Health, the Ministry of Education, and the Ministry of Interior.

 

 

The Institutional/Individual Consultant is expected to provide a cross sectional population based survey among adolescent girls and boys (10-19 years) and men and women adults’ caregiver (+20 years old) with at least one living biological child 0-18 years old utilising quantitative and qualitative approach. The Consultant needs to provide a clear sampling criteria for the number of households to be targeted in each district for both the quantitative and qualitative sampling. Survey tools need to be developed and tested before the actual implementation at least in one governorate. The following topics need to be included in the questionnaires/focus groups for both adolescent and adults’ caregivers.

 

  1. Demographic characteristics – This section describes standard demographic characteristics including sex, age, religion, education level, marital status etc.

     

  2. Relative poverty  – This section will measure the poverty and socio-economic status using a “Poverty Score Card”. The Poverty Score Card is designed to estimate the probability that a household is below a given poverty line and is calibrated for each country. In Yemen, the poverty line is considered to be less than $1.90 USD per person per day. The score ranges from 0 (most likely to be below the poverty line) to 100 (least likely to be below the poverty line).  The raw percentages are displayed and then the score was also broken down into quintiles.

     

  3. Household composition – Household composition describes the number of adult women and men, and adolescent girls and boys, and the gender breakdown of the household members.

     

  4. Child marriage– Caregivers and adolescents will be asked to report on their knowledge of their children’s relationship status. Parents will be asked to comment on their own values and the community values surrounding child marriage, the factors which contribute and the impact of the conflict. Furthermore, to measure the impact of the war on the practice and related coping mechanisms.

     

  5. Female genital mutilation/cutting (FGM/C) - Caregivers will be asked a series of questions surrounding FGM/C, including whether they had undergone circumcision and community values and norms surrounding the practice of cutting.

 

** Physical, emotion and sexual violence – Caregivers will be asked to describe any experiences of physical, emotional or sexual violence that they observed in their homes[1]. This included adults being abusive to other adults, adults being abusive to children, children being abusive to other children, and whether the caregiver perpetrated or was the victim of violent behavior. We suggest to select a set of questions adapted to the context and in line with the core indicators on violence against children. The survey will also seek information about whether or not victims of violence spoke about their experiences with others and sought or received services after their experiences.

 

** KEY DELIVERABLES:

Under the overall supervision of the UNICEF, UNFPA and the direct supervision of the international consultant, a national consultant will be recruited to supervise the field team and provide technical input and monitoring. The national consultant will be responsible for arranging the teams and coordinating with the relevant stakeholders including targeted communities to insure access. The national consultant will also be in charge providing capacity building to the assessment team and compile all data for analyses. The national consultant will be responsible of monitoring the quality of work and conducting regular monitoring visits with the team to insure proper implementation.

 

Required Deliverables:

 

  1. Submit a technical proposal in Arabic (Electronic version) within two weeks after signing a contract and initial briefing with the manager or reference group for the research.  This report should not be longer than 10 pages in length and should outline detailed methodology; desk review, sampling, details budgets, timeline for activities and submission of deliverables.
  2. Develop the research tools such as questionnaires and it’s translation in Arabic
  3. Training for local data collectors and supervisors
  4. Analyse data
  5. Power point presentation in Arabic (electronic version) of the draft report which summarize the entire process, objectives, research methodology, data analysis, findings, conclusion; recommendations of the research and annexes
  6. Submit the draft report both in Arabic

    Submit final version of the research report in both English and Arabic with clear recommendations.

     

    ** REPORTING REQUIREMENTS (IF APPLICABLE):

    -Submit a technical proposal in Arabic (Electronic version) within one week after signing a contract and initial briefing with the manager or reference group for the research.  This report should not be longer than 10 pages in length and should outline detailed methodology; desk review, sampling, details budgets, timeline for activities and submission of deliverables.

    -Submit a final report in Arabic by December 20th for approval

     

    ** TRAVEL CONSIDERATIONS (PLEASE CHECK IF APPLICABLE):

    For individual contractors and consultants, all travel arrangements to commence the assignment, including insurance and visas, will be managed and paid by the individual.  Therefore, expected travel costs must be included as a budget item in the financial proposal.  Should “mission travel” be required, UNICEF will manage and pay for travel via Travel Authorization.  However, this will be subject to the following prerequisites:  Medical Clearance, Security Clearance through the Travel Request Information Process (TRIP) system, the Basic and Advanced Security in the Field Trainings, Travel Visa, and liability waiver. Trip prerequisites will be met at the expense of the consultant.

     

    Travel cost shall be calculated based on economy class travel, regardless of the length of travel.  Costs for accommodation, meals and incidentals shall not exceed applicable daily subsistence allowance (DSA) rates, as promulgated by the International Civil Service Commission (ICSC at http://icsc.un.org).  The consultant must travel on UNICEF approved airlines.

     

 

MINIMUM QUALIFICATIONS:

 

** Education:

Advanced university degree in social science or related technical field

 

** Experience:

At least 10 years of work experience conducting national and international studies, baselines. Mastery of reporting and data analyses for UN and International organizations.

** Technical knowledge:

  • Previous experience in developing research tools, leading, supervising and conducting research studies on extremely sensitive issues in a complex environment
  • Experienced trainer especially on research methodologies
  • Familiarity with child marriage
  • Excellent analytical, conceptual and writing skills
  • Familiar with the UN system, in particular UNFPA/UNICEF

 

** Language:

Proficiency in both written and spoken English and Arabic is required.
