           ProCap is searching for Senior Protection Advisors who:

  • Can provide senior-level expertise and leadership on protection.
  • Enjoy working independently and seek variety and flexibility within your field of work.
  • Can be part of a larger effort to assist the UN in responding to current protection challenges and address gaps in the humanitarian system’s protection efforts.

     

    The inter-agency Protection Standby Capacity Project (ProCap)

    ProCap was established in 2005 to enhance the humanitarian system’s protection response and strengthen global protection capacity.

     

    ProCap’s key priority areas for expertise include: 

  • Support, guidance and leadership for protection coordination where systemic gaps exist, in humanitarian crisis and post-crisis situations. Priority is given to setting up protection/child protection coordination structures in the early stages of an emergency;
  • Protection advise to Humanitarian/Resident Coordinators, supporting protection clusters/sectors/Working Groups to represent concerns of affected populations at the highest level of decision making;
  • Protection expertise to non-protection mandated agencies to make protection practical for non-protection specialists;
  • Support national policy development efforts including: laws, policies and protection response strategies such as on the protection of IDPs and durable solutions, and other people of concern.
  • Protection in natural disasters – contingency planning and preparedness advice and strategy development.

    Although not regarded as official UN staff members, ProCap Senior Protection Advisors (SPAs) perform their duties under the authority and in full compliance with the UN agency/agencies to which they are deployed. During deployment the Senior Protection Advisors will officially be regarded as Experts on Mission, or “Type II Gratis personnel”. The roving positions will be deployed by NRC to the preliminary response in L3 crises and when needed to undertake other urgent assignments requiring the deployment of a Senior Protection Advisor. The length of each assignment is typically 3- 6 months. Requests are approved by an inter-agency steering committee.

    Job description

  • The SPAs role is to strengthen the strategic and operational response of the Humanitarian Country Team (or humanitarian community), conduct protection analysis and develop protection strategies and implementation plans for the Humanitarian Country Team/ Humanitarian Coordinator/ Residence Coordinator.  
  • Other important areas of responsibility include supporting protection coordination mechanisms, lead protection mainstreaming efforts, guiding the development of comprehensive protection strategies and building in-country protection capacities including on preparedness and contingency planning.
  • Supporting national governments in the elaboration of protection strategies and frameworks for durable solutions for IDPs.
  • These tasks are expected to be performed with emphasis on coordination, leadership and management of the protection response to internally displaced people and other affected populations.
  • Development and implementation of national protection policies, strategies and operations in support of assistance, return/resettlement and recovery in situations of internal displacement
  • Advocacy with host authorities, other country team members and donors.

     

    Qualifications

  • A minimum of 7 years of increasing responsible professional expertise and preferably management expertise from the UN or NGO community within the field of protection where of minimum 5 years have been in an emergency/field context.
  • Advanced University Degree in Human Rights or Humanitarian Law, Social Sciences, Humanitarian Affairs, Development Studies or a related field, or an equivalent combination of education and experience in a related area.
  • In-depth knowledge and understanding of the institutional mandates of UN agencies working in humanitarian crises and post-crisis situations, and of their approaches to protection work.
  • Demonstrated ability to provide principled, effective and sustainable responses to problems affecting the protection, rights and legal status of people of concern
  • Strong conceptual and practical understanding of protection issues and approaches in humanitarian contexts
  • Strong understanding of protection standards, key sectoral issues and processes including advocacy for protection
  • Proven experience in the provision of technical advice and support to field programs, and skills in staff and partner development, mentoring and training
  • Demonstrated excellent influencing, negotiation and networking skills.
  • Solid understanding of monitoring and learning processes
  • Excellent verbal and written communication skills, including high-level interpersonal, influencing, negotiation and representational capabilities
  • Able to live and work in remote, insecure and logistically challenging operations and in a multi-cultural environment; with a high level of self-reliance, adaptability and initiative
  • Ability to advise and get support remotely.
  • Proven ability to work under pressure, in highly stressful situations.
  • A history of effective management of conflicting priorities.

    Language

  • Fluency in English is compulsory
  • Spanish and/or French is highly desirable 
  • Working knowledge of Arabic will be considered an asset.
