Context:

Under the overall supervision of the Chief of Mission (CoM) In Yemen, and the direct supervision of the Deputy Chief of Mission, the successful candidate will be responsible for the implementation, oversight and coordination of activities in IOM Hodeidah. Core Functions / Responsibilities:

1. Manage the operational, human resources, administrative and budgetary activities of the sub-office in coordination with relevant units in IOM Sana’a.

2. In coordination with Human Resources in Sana’a, oversee local recruitment and ensure training of staff in accordance with the needs and programmes’ requirements, as well as ensure staff understanding of and compliance with IOM Code of Conduct, specific provisions on gender issue and prevention of sexual abuse and exploitation (PSEA) and other relevant policies. 3. Supervise and coordinate the implementation of humanitarian and protection projects DTM, WASH, shelter/NFIs, early recovery, and youth development such as health, migrant assistance and protection in close coordination with the respective programme managers. 4. Closely coordinate with Medical health unit in Sanaa on all operational/ medical requirements and activities.

Page 1 / 45. Implement the comprehensive monitoring and evaluation system for IOM programmes, using standard templates (i.e. activities, indicators, results, and outcomes, with disaggregated data wherever possible).

6. Identify gaps, operational challenges and constraints, and propose viable solutions with a view to increasing effectiveness and streamlining procedures in the Sub-Office. 7. Identify programmatic and funding opportunities that are in accordance with the IOM mandate and are relevant to IOM’s strategic objectives in Hodeidah, in coordination with the Chief of Mission, Yemen. Serve as programme manager during implementation of any funded project whose activities fall within the area of responsibility.

8. In coordination with the Chief of Mission (COM) establish and maintain reliable partnerships with State authorities, tribal or local leaders, United Nation agencies, Non-governmental organizations and other stakeholders including but not limited to implementing community social cohesion and peace building initiatives.

9. Represent IOM at relevant fora including Area Security Management Team (ASMT), Area Humanitarian Country Team (AHCT) United Nations Country Team (UNCT), Inter-Cluster Coordination Meeting (ICCM) and Cluster meetings, meetings with ministries and Government of Yemen officials and other coordination meetings. Keep abreast of all interagency assessments, reports, and other relevant materials.

10. In coordination with the CoM, the Field Security Officer in Sanaa and Hodeidah-based Field Security Assistant, ensure that adequate precautions and measures are in place for the security of all staff working on IOM Hodeidah activities; pursue the application and observance of security warden system for all staff, directly or indirectly contracted by IOM. Represent IOM in all ASMT meetings and regularly report to the COM on any security related issues. 11. Regularly update the Chief of Mission on overall situation, programming, staffing, important meeting and security developments and opportunities in the area of responsibility; contribute to the promotion of IOM’s image and to increase the level of IOM activities in the area of responsibility.

12. In coordination with the Sana’a office and the Field Security Officer, monitor IOM staff and consultants’ security in the northern area and ensure the timely monitoring and evaluation of activities.

13. Ensure that the necessary technical assessments of emergency relief and transition project components are implemented, particularly with regard to the adequate supervision of construction works, the necessary negotiation with contractors on construction sites, use of local construction techniques and materials, technical design and Bills of Quantity, capacity building needs of the local counterparts (CBOs, NGOs, etc.).

14. Prepare and distribute internally and externally on timely manner, statistical, financial and narrative reports as required. Ensure the necessary reporting on collection of reliable data on the number of beneficiaries reached (including gender and age group breakdown); ensure the provision of relevant timely input for monthly, quarterly and final projects reports. 15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of Page 2 / 4relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Operational and field experience in refugee and migration related issues, including emergency humanitarian assistance, migrants assistance, migration health, project development and project implementation and evaluation;

• Good knowledge of UN, IOM and NGO mandates and programmes in the humanitarian responses, IDPs, post conflict construction and development;

• Experience in liaising with governmental authorities, other national/international institutions and NGOs, as well as experience in the region is an asset;

• Familiarity with financial management and good level of computer literacy; • Working experience in the Yemen context is an advantage;

• Experience in writing project documents and reports, fundraising as well as managing and monitoring a programme budget.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
