Background

UNDP Lebanese Electoral Assistance Project (LEAP) has the main objective to strengthen the capacity of stakeholders for the conduct of transparent and inclusive elections in Lebanon. Through a multi-component approach, the project has the intended outcomes of providing technical assistance and support in the following key electoral areas: (1) management and administration of Elections (2) supervision of election campaigns (3) provision of voter education initiatives (4) resolution of electoral disputes, and (5) initiatives to improve election opportunities for women.UNDP LEAP project is organizing a BRIDGE training on “Elections Management & Administration” in order to enhance the capacities of the relevant stakeholders after the Lebanese Parliament adopted new electoral law based on the proportional system.To this aim, LEAP is looking for a certified BRIDGE accrediting facilitator to develop and conduct the training that will focus on the Operational Planning, Voter and candidate Registration, Election Day and Results Management” on December 6, 7 and 8 2017.Relevance/purpose of the work required and how it is linked to the project contextOn Friday 16 June, the Lebanese Parliament has passed a new electoral based on the proportional system, composed of 15 major districts subdivided into the administrative 26 minor districts of kada across the country. Among the main reforms, new official unified printed ballot papers will be introduced, the secretariat for Supervisory Commission on Elections (SCE) will be permanent and new automated systems for candidate registration and results management will be implemented.With this significant change, the Elections Management Body in Lebanon, represented by the Ministry of Interior and Municipalities (MoIM), civil society and other relevant parties are in need to increase their capacity and to enhance their knowledge and knowhow on the electoral processes under the new electoral law.As part of its first component, LEAP is providing electoral assistance and advisory support to the MoIM in preparation for the upcoming parliamentary elections. In this context, the project will provide the Ministry with the needed support to strengthen their capacities to prepare, organize and conduct the electoral processes required for the implementation of the upcoming parliamentary elections.The sessions will be delivered in Arabic language. The consultant will develop and update as needed the training materials referring to the BRIDGE training modules and facilitate the sessions.

Duties and Responsibilities

The certified BRIDGE accredited facilitator is expected to undergo the following tasks:- Develop an implementation work-plan and timeline;- Finalize an appropriate agenda to cover the 3 days training course;- Identify and prepare ahead of time the needed materials for the sessions;- Ensure that the BRIDGE methodology is adhered to in terms of the selection of the training methods, development of learning plan, and dissemination of participants’ handbook and handouts;- Develop an effective Monitoring & Evaluation plan to assess the impact of the training course on participants;- Lead the facilitation of sessions during the workshop;- Prepare a final report upon completion of the training course.The theme of the training will be “Elections Management and Administration” and its sessions will focus on the following areas:- Voter and Candidate Registration- Voting procedures- Procurement- Operations Pre/During/Post Elections- Results Management System- Voter Awareness Campaigns.

Competencies

Functional Competencies:

  • Expertise in Elections Management & Administration;
  • Good communication and training skills;
  • Good knowledge of the new Lebanese electoral law and its procedures;
  • Good organizational skills and attention to detail;
  • Good written and verbal communication skills;
  • Language: Excellent Arabic is a must, and proficiency in English language;
  • Knowledge of the role of UNDP and its mission, vision and strategic goals;
  • Ability to demonstrate experience, sensitivity and adaptability on cultural, gender, religion, race, nationality and age issues.

Required Skills and Experience

Academic Qualifications:- Bachelor Degree in Political Science, International Relations, Development Studies, Social Science or similar- Master’s Degree is a plus

Years of experience:- Minimum of 10 years of relevant work experience;- Certified BRIDGE accrediting facilitator;- Certified BRIDGE Expert is a plus;- At least 7 years of experience in BRIDGE trainings is required;- 5 years of experience in BRIDGE trainings with a Master’s degree.
